US Nuclear Weapons Stockpile Number Declassified: Only 309 Warheads Cut By Obama Administration

After a transparency hiatus of four years, the Obama administration has declassified the size of its nuclear weapons stockpile: 4,804 warheads as of September 2013.
The new stockpile size is 309 warheads fewer than the 5,113 warheads that the administration in 2010 reported were in the stockpile as of September 2009.
The new number of 4,804 warheads is 154 warheads more than Norris and I have in our latest Nuclear Notebook, in which we estimated a stockpile of 4,650 warheads. That estimate was, in part, based on the statement by Donald Cook, the NNSA administrator for defense programs, who in an email in February 2013 informed us that the reduction had been “approximately 85%” since 1967.
The new State Department announcement also mentions the “85 percent reduction,” although the 4,804 warheads actually correspond to a reduction of approximately 84 percent from the peak of 31,255 warheads in 1967. We thought 154 additional warheads had been retired, but apparently that will take a little longer.
What the declassification does not include, unfortunately, is a number for how many retired warheads are awaiting dismantlement. That number includes “several thousand” warheads, according to the fact sheet; we estimate approximately 2,500.
Timing is Everything
The declassification is timed with the opening in New York of the third preparatory committee meeting for the Nuclear Non-Proliferation Treaty. As a declared nuclear-weapon state party to the treaty, the United States needs to be able to demonstrate that it is living up to its obligations under the treaty’s Article VI to “pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date….”
Since President Barack Obama took office in 2009, the record shows the United States has:
* Reduced the nuclear stockpile by 309 warheads (roughly equivalent to the size of the entire French nuclear stockpile);
* Dismantled 1,204 retired warheads (more than the nuclear weapons inventories of France, China, Britain, Pakistan, India, Israel, and North Korea combined);
* Negotiated and signed the New START Treaty, limiting U.S. and Russian deployed strategic warheads to 1,550 by 2018, down from the 2,200 limit of the 2002 Moscow Treaty.
For the other nuclear-weapon states that have signed the NPT (Britain, China, France, and Russia) Britain and France have disclosed some stockpile numbers, although they were single year numbers and not the stockpile history like that of the United States. Both should disclose more complete histories of their nuclear stockpiles and dismantlements.
China and Russia have not disclosed anything but need to become more transparent about their stockpiles.
Implications
It is good to see that the administration has decided to declassify the stockpile and dismantlement numbers after 2009. It provides and official record that the United States is making progress (although slowly) in reducing its inventory of nuclear warheads.
Yet only 309 warheads fewer in four years! Not exactly the “dramatic” reductions promised by Barack Obama during the 2008 election campaign.
In fact, the numbers demonstrate one, for the Obama administration, uncomfortable fact: it has yet to make a noticeable dent in the stockpile. Big stockpile reductions over the past 30 years have all happened during Republican presidents (see table above). Although the Clinton administration dismantled over 11,000 retired nuclear warheads, it did not make significant reductions in the remaining stockpile or the number of warheads deployed on launchers. After the W Bush administration cut the stockpile nearly in half and offloaded more than half of the warheads deployed on strategic launchers, the Obama administration’s policies so far have had only a modest effect on the size of the stockpile and the number of warheads deployed on strategic launchers.
One reason is that the Obama administration has been opposed by a Republican Congress that has fought against nuclear reductions. But it is also because the administration itself has reaffirmed long-standing nuclear policy, protected the force structure, and emphasized modernizations of nuclear forces.
One would hope that the administration during its final four years would be bolder and seek to implement more reductions without Congressional approval of a new treaty. Clearly, much more can be done. Russia is already well below the New START limits and its nuclear forces are expected to decline further even without a follow-on treaty. Both Russia and the United States need to cut defense spending and both still have nuclear arsenals that are vastly in excess of national security needs.
China SSBN Fleet Getting Ready – But For What?

China’s emerging fleet of 3-4 new Jin-class nuclear-powered ballistic missile submarines is getting ready to deploy on deterrent patrols, “probably before the end of 2014,” according to U.S. Pacific Command.

The U.S. intelligence community predicts that “up to five [Jin-class (Type 094) SSBNs] may enter service before China proceeds to its generation SSBN (Type 096) over the next decade,” an indication that the noisy Jin-class design might already be seen as outdated.
This and numerous other commercial satellite images (see below) show how China over the past decade has built an infrastructure of naval facilities to service the new SSBN fleet. This includes upgrades at naval bases, submarine hull demagnetization facilities, underground facilities and high-bay buildings for missile storage and handling, and covered tunnels and railways to conceal the activities from prying eyes in the sky.
Apart from how many Jin SSBNs China will build, the big question is whether the Chinese government will choose to operate them the way Western nuclear-armed states have operated their SSBNs for decades – deployed continuously at sea with nuclear warheads on the ballistic missiles – or continue China’s long-held policy of not deploying nuclear weapons outside Chinese territory but keeping them in central storage for deployment in a crisis.
Nuclear Submarine Sightings
Over the past decade, a total of 25 commercial satellite images made available on Google Earth have provided visual confirmation and information about the status and location of the Jin SSBNs (see table below). They show the submarines at four sites: the Bohai shipyard at Huludao on the Bohai Sea where the submarines are built; the Xiaopingdao naval base near Dalian where the submarines are fitted out for missile launch tests; the North Sea Fleet base at Jianggezhuang near Qingdao where one Jin SSBN is homeported along with the old Xia-class SSBN from the 1980s; and at the South Sea Fleet base at Longpo on Hainan Island where at least one Jin SSBN has been based since 2008.

Bohai Ship Yard
The Bohai shipyard at Huludao builds China’s nuclear-powered submarines. The shipyard, which is located in the north of the Bohai Sea, is immensely busy with numerous large tankers and cargo ships under construction at any time. The submarine hulls are assembled in a large 40,000-squaremeter construction hall at the western end of the shipyard, rolled across a storage area into a dry dock for completion, and then launched into the harbor where they spend years tied up to a pier fitting out until handed over to the Chinese navy (PLAN).
Commercial satellite photos provide snapshots of the status of submarine construction and the quality is good enough to differentiate different submarine types and identify design details such as dimensions and layout of the missile compartment. One of the most recent photos (see below) shows a Jin-class SSBN in dry dock with two of 12 missile tubes open. Additional unassembled submarine hull sections are laid out on the ground next to the assembly hall.

In addition to satellite photos, tourists also occasionally take photos and post them on Google Panoramio or other web site. One such photo (see below) shows most of the shipyard with other overlaid photos showing dry dock cranes and two missile submarines first seen in 2007.
Xiaopingdao Submarine Refit Base
After completing construction at the Bohai shipyard the submarines sail to the Xiaopingdao refit base near Dalian. This base is used to prepare the submarines for operational service and is where test missiles are loaded into the launch tubes for test launches from the Bohai Sea across China into the Qinghai desert. Xiaopingdao is also used by China’s single Golf-class SSB, a special design submarine previously used to test launch SLBMs.
The base has been upgraded several times over the past decade-and-a-half including an extended pier to service the larger Jin-class SSBNs.
On two occasions, in March 2009 and March 2011, two Jin SSBNs have been seen docked at Xiaopingdao at the same time.
Xiaopingdao is also where the first Jin-class SSBN was spotted on a commercial satellite photo in July 2007.
Jianggezhuang (Laoshan) Submarine Base
The oldest nuclear submarine base is the North Sea Fleet base at Jianggezhuang (Laoshan) approximately 18 kilometers (11 miles) east of Qingdao in the Shandong province.
The Jin-class SSBN was first seen at Jianggezhuang on a commercial satellite image in August 2010.
The base is also home to the old Xia-class SSBN, the lone unit of China’s first experiment with ballistic missile submarines. The Xia completed a multi-year dry dock overhaul in 2007 but has probably never been fully operational and has never conducted a deterrent patrol.
This base is where we in 2006 spotted the long-rumored submarine cave, also described in Imaging Notes. The cave has a large water tunnel with access from the harbor and three land-tunnels providing access from various base facilities.
A satellite image from July 2013 (see below) shows both the Xia and a Jin SSBN at the base, with the Xia being assisted by two tugboats. Water turbulence behind the submarine indicates the Xia’s engine is operational.

Jianggezhuang also has a dry dock, the only one at a naval base that has so far been seen servicing nuclear-propelled submarines. There are also several nuclear-powered attack submarines homeported at the base.
Only a few miles north of the base is an underground facility that may be storing munitions for the submarine fleet. As such, it could potentially also serve as a regional storage facility for nuclear warheads for the SLBMs once released to the navy in a crisis by the Central Military Committee.
Several buildings have been added since 2003, possibly in preparation for accommodating the new Jin SSBN and its larger JL-2 SLBMs.
Hainan Island Submarine Complex
The South Sea Fleet naval facilities on Hainan Island are under significant expansion. The nuclear submarine base at Longpo has been upgraded to serve as the first nuclear submarine base in the South China Sea. The first Jin-class SSBN was seen at Longpo on February 27, 2008, and a new photo from November 2013 shows a Jin SSBN with its missile tubes open (see below).

Longpo submarine base includes four piers for submarines, an underground submarine facility with tunnel access from the harbor and land-tunnels from the other side of the mountain, as well as a demagnetization facility. Longpo was the first base to get a demagnetization facility, which has since also been added to the East Sea Fleet near Ningbo.
The Hainan naval complex also includes the conventional submarine base at Julin, which also appears to be under expansion with new piers and a sea break wall under construction.
Approximately 12 kilometers (7 miles) northeast of Longpo is a military facility that appears to include four tunnels connecting to one or several underground facilities inside the mountain. Tugged away at the end of a lake inside a valley, the facility has a significant infrastructure with administrative and technical buildings as well as several camouflaged high-bay buildings surrounded by berms for blast protection during explosives handling.

The Longpo base does not have a dry dock so nuclear submarines would have to sail to another base for maintenance or repair. The conventional submarine base at Julin has a 165-meter (550-feet) dry dock that could potentially accommodate a Jin-class SSBN, but it would be a tight fit. More likely are the 215-meter (706-feet) dry docks at the Zhanjiang Naval Base on the mainland north of Hainan Island, or the East Sea Fleet submarine base near Ningbo. Yet so far available commercial satellite images have not shown a nuclear submarine at either Julin, Zhanjiang (South Sea Fleet headquarters), nor Ningbo (East Sea Fleet headquarters), and it is unclear if the bases are certified for nuclear-propelled submarines. If not, then nuclear submarines based on Hainan Island would have to use a dry dock as far north as Jianggezhuang or Bohai for maintenance and repairs. That seem strange so I’m sure I’ve missed a naval dry dock somewhere closer to Hainan.
A unique new feature at Longpo is a 1.3-kilometer (0.8-mile) long covered railway completed in May or June 2010 (see below). The railway connects a high-bay building with possible access into the mountain at the eastern part of the base with one of the land-based tunnels to the underground submarine cave on the Longpo peninsula. The covered railway clearly seems intended to keep movement of something between the two mountains out of sight from spying satellites. Two turnoffs from the railway lead to a large building under construction with rail tracks inside. The purpose of the new facilities and rail is unknown but might potentially be intended for movement of SLBMs or other weapons between storage inside the mountain to the submarine cave for arming of SSBNs or SSNs.

Before a roof was constructed to conceal the land-tunnel into the submarine cave, the rail tracks into the tunnel were visible on satellite images. Other features at this portion of the base include five ventilation stacks, the roof between the covered railway and tunnel entrance, and a coverage being constructed over a second tunnel road entrance (see above). These features are also visible on a tourist photo posted on Google Panoramio (see below).

Implications
With the emerging Jin-class SSBN fleet, China appears ready to add an important component to its nuclear deterrent. Although the focus of China’s nuclear posture is the land-based missile force, the Chinese leadership appears to view a triad of nuclear forces as a symbol of great power status. Commercial satellite images clearly show that the Chinese leadership has been spending considerable resources over the past decade building the infrastructure needed to support the SSBN fleet. The development is watched closely in India, Japan, and the United States as an example of China’s (modestly) growing and more sophisticated nuclear arsenal.
In building the Jin-class SSBN fleet, however, China appears more to mirror the nuclear postures of the United States, Russia, Britain and France rather than demonstrating a clear purpose and contribution of the SSBN force to China’s own security and crisis stability in general.
As a new second-strike capability added to the Chinese nuclear arsenal, the Jin SSBN fleet only makes strategic sense if it is more secure than the Second Artillery’s land-based ICBM force. Its justification must be based on a conclusion that the ICBMs are too vulnerable to a first strike and that a more secure sea-based second-strike force therefore is needed.
The ultimate test of the Jin SSBNs will be whether they can survive long enough at sea in a hypothetical war situation to provide a back-up deterrent at all. If they are too noisy, the Jins could be vulnerable to early detection and attrition, especially if they had to deploy to distant patrols areas in order for the missiles to be able to reach important targets. With a range of 7,200 to 7,400 kilometers (4,470 to 4,600 miles) – the range estimate given by the U.S. intelligence community for the JL-2 SLBM carried on Jin-class SSBNs, a submarine would need to sail deep into the Pacific Ocean to be able to target the U.S. west coast. To threaten Washington DC, a Jin SSBN would have to sail halfway across the Pacific (see map below). Not exactly safe travel for a submarine that is noisier than the ancient Russian Delta III SSBNs built in the 1970s.

It is probably a fair assumption that U.S. attack submarines have already been trailing or monitoring the Jin SSBNs to record individual sound characteristics and observe operational patterns. Such information would be used to locate and, if necessary, sink the Chinese submarines in a hypothetical war.
The value of the Jin SSBNs is also dependent on their capability to communicate with the national command authority on land from submerged patrol areas. Secure and reliable communication is essential for the Chinese leaders to be able to exercise command and control of the nuclear missiles on the SSBNs. If communication is poor, the SSBNs could become irrelevant or, perhaps more importantly, downright dangerous to crisis stability if loss of contact caused Beijing to mistakenly conclude that one or more of the subs had been sunk by enemy action. That could, potentially, cause the Chinese leadership to conclude that the nuclear threshold had already been crossed and decide to activate its land-based nuclear forces in a way that would be seen by an adversary as preparation to launch.
Some of these issues may become clearer when China begins to operate the Jin submarines as a real SSBN force. Part of the public debate has been somewhat overblown with claims that Jin SSBNs will be able to target the continental United States from Chinese waters. They will not. And the DOD assessment that the Jins “will give the PLA Navy its first credible sea-based nuclear deterrent” is probably premature and certainly depends on what is meant by “credible.”
Whatever their ultimate capability may be, however, the Jin SSBNs and the infrastructure China is building are symbols of the extensive nuclear modernizations that are underway in all the nuclear-armed countries. The Chinese government says it “will never enter into a nuclear arms race with any other country,” but it is certainly in a technological race with the United States, Russia and India about developing improved and more capable nuclear weapons.

The B61 Family of Nuclear Bombs

Robert Norris and I have made an update to our Nuclear Notebook on the B61 nuclear bomb family. Kind of an arcane title but that cozy-feeling title is what the nuclear weapon designers call that half a dozen different types of B61 nuclear weapons that were derived from the original design.
And it’s kind of timely, because the Obama administration is about to give birth to the newest member of the B61 family: the B61-12. And this is a real golden baby estimated at about $10 billion.
A Shrinking Family
The B61 family has lost a lot of members over the years. Nine of the fifteen total variations have been retired or canceled. The remaining five versions currently in the stockpile were built in 1979-1998.
Although based on the same basic warhead design first developed in the 1960s, the capabilities of the remaining version vary considerably with explosive yields ranging from 0.1 kilotons to a whopping 400 kilotons – more than 30 times as powerful as the bomb that destroyed Hiroshima in 1945.
Now the Obama administration has proposed that four of the remaining versions (B61-4, B61-7, B61-10, and B61-11) can be retired if the last version – the B61-4 – is converted into a guided standoff nuclear bomb. An even larger bomb, the B83-1, can also be retired, they say (even though its retirement was planned anyway).
The sales pitch is as arcane as the family name: building a new bomb is good for disarmament.
But most of the B61 bombs and the B83 could probably be retired anyway for the simple reason that deterrence no longer requires six different ways of dropping a nuclear bomb from an aircraft. A much simpler and cheaper life-extended version of the B61-7 could probably do the job.
Implications
The new B61-12 will be capable of holding at risk the same targets as current gravity bombs in the US stockpile (apparently even those currently covered by the B61-11 nuclear earth-penetrator that the Air Force no longer needs), but it will able to do so more effectively and with less yield (thus less collateral damage and radioactive fallout) that the existing bombs.
Congress rejected Air Force requests for new, low-yield, precision-guided nuclear weapons in the 1990s because of concern that such weapons would be seen as more usable than larger strategic warheads. With the B61-12, which will have several low-yield options, the military appears to obtain a guided low-yield nuclear strike capability after all.
In Europe, the effect of the B61-12 will be even more profound because its increased accuracy essentially will add high-yield targeting capability to NATO’s non-strategic arsenal. When mated with the stealthy F-35A fighter-bomber planned for Europe in the mid-2020s, the B61-12 will represent a considerable enhancement of NATO’s nuclear posture in Europe.
How they’re going to spin that development at the nuclear Non-Proliferation Treaty Review Conference in New York next year will be interesting so see. But the B61-12 program is part of a global technological nuclear arms race with nuclear weapon modernization programs underway in all the nuclear-armed states that is in stark contrast to the wishes of the overwhelming number of countries on this planet to see the “cessation of the nuclear arms race at early date and to nuclear disarmament,” as enshrined in the nuclear Non-Proliferation Treaty (more about that in the May issue of Arms Control Today).

B61-12 Nuclear Bomb Design Features

Additional design details of the new B61-12 guided standoff nuclear bomb are emerging with new images. The image above shows a full-scale B61-12 model hanging in a wind tunnel at Arnold Air Force Base.
The test “uncovered a previously uncharacterized physical phenomenon,” according to Sandia National Laboratories, that would affect weapons performance.
Apparently a reference to the interaction between weapons spin rocket motors and the new guided tail kit assembly. Existing B61 models do not have the guided tail kit and are less accurate than the B61-12.
The spin rocket motors were previously developed to stabilize the aerodynamic behavior of B61 bombs during descent. Previous wind tunnel tests of those weapons had revealed a so-called “counter torque” effect where plumes from the rocket motors worked against the fin performance, counteracting the torque from the motors and reducing the vehicle spin rate.

The B61-12 will use spin rocket motors similar to those on the B61-11, designed to improve stability during descent.
Because the B61-12 will be enhanced with a new guided tail kit to improve its accuracy, the wind tunnel test was necessary to determine how the new tail interacts with the spin rocket motors.
The wind tunnel image also shows the new guided tail kit in greater detail than seen before, including the four maneuverable fins that are controlled by an Internal Navigation System. In addition to improving accuracy, the fins also give the B61-12 a limited standoff capability. Current B61 versions do not have Internal Navigation System or standoff capability.

The new guided tail kit assembly is clearly visible on this image, slightly enhanced to sharpen features. The spike extending from the rear of the bomb is not part of the design but the arm that holds the bomb in place in the wind tunnel.
The NNSA budget request for FY2015 includes $643 million for development of the B61-12, which is expected to cost $8 billion to $10 billion to develop and produce. Two B61 hydrodynamic shots were conducted in 2013. The Air Force budget request includes nearly $200 million for development of the guided tail kit, estimated at more than $1 billion. Several hundred millions more are required to integrate the B61-12 on five different aircraft, including Belgian, Dutch, German, Italian and Turkish fighter-bombers. An estimated 480 B61-12 bombs are planned, with first production unit in 2020.
The B61-12 will also be integrated on the new F-35A Lightning II aircraft by 2025. The combination of the guided standoff B61-12 with the stealthy fifth-generation F-35A fighter-bomber will significantly improve the military capabilities of NATO’s nuclear posture in Europe.

Is the Ukrainian Crisis Spiraling Out of Control?
Today’s news shows a heightened nuclear risk due to a dangerous feedback process at work in the Ukraine. The New York Times’ page 1 ominous headline was, “Striking Town, Ukraine Forces Defy Warning,” and the Wall Street Journal echoed the danger, “Ukraine Sends Troops East As Pro-Russia Forces Strike.” Is the Ukrainian crisis spiraling out of control, and if so, what might we do to reverse that dangerous process?
The debate has become paralyzed with the West focused on protecting the interim, pro-Western government and its primarily ethnic Ukrainian supporters, while Moscow’s concerns center on protecting ethnic Russians living in Ukraine. With the violence escalating on both sides in what is already a small civil war, the West and Russia each have legitimate concerns, but neither side is taking in the whole picture. Where are the calls for protecting the lives and the rights of both ethnic groups living in the Ukraine?
Instead, the situation is descending into a repeat of the Cold War, where each side pointed to the misdeeds of the other (Soviet subjugation of Eastern Europe versus American subjugation of Latin America), but neither side looked at the errors it was capable of correcting – namely its own. It’s time to break that cycle and start introspecting instead of acting out in anger and blame. Even if one side would do that, it could be a game changer.
To help us introspect, I won’t repeat the reports of atrocities committed by Yanukovych’s government since you are well aware of those from our mainstream media. Instead, I will focus on allegations – and I emphasize that’s all the reports on both sides are until there is a fuller investigation – that the interim government is not as innocent as Western media might lead us to believe. Just as calls for protecting one ethnic group or the other are only half the story, the same is true for each set of allegations. What is desperately needed is an in-depth investigation to sort out the truths from the half-truths from the lies.
In an interview in the Nixon Center’s The National Interest, Sergey Glazyev, a close adviser to Vladimir Putin claims that a February 20 attack by Ukrainian nationalists on five buses carrying ethnic Russians led to Russia’s decision to send troops into the Crimea:
I can furthermore tell you that, even in Crimea, about two weeks before the referendum, there were no plans to use the military among the Russian leadership, and even among our Crimean colleagues. The application of Putin to the Council of the Federation to use force was a reaction to two things – the shooting at a delegation of Crimeans coming back from Kiev who were ambushed and shot at by neo-fascist paramilitaries that stopped the five busses of the delegation, shot several people who protested, and stripped and taunted the rest; and to further threats by Maydan activists to Russians and Russian speakers. The paramilitaries burned the busses, and when Crimea learned of this disgrace, there was nothing that could stop its further course towards independence.
Should such events happen in other parts of Ukraine, people would obviously fight for their rights and safety, and call not just on Russia, but also on the international community, for help. This would be a direct consequence of the fact that, at present, neo-fascists in the South-East of Ukraine are committing outrages, resorting to armed violence, to lynch law, to the burning of houses of people they don’t like, and these aren’t just isolated cases. They began with the secret murder of an old woman on whom they put a sign “Jew and communist.” … The situation is inching closer to civil war, and in a civil war, or in mass cases of armed vigilantes shooting people, regardless of whether the perpetrators wear a police or military uniform, it will be not just Russia, but also the international community that would protect people.
This allegation led me to find an article which included video of the alleged bus attack and interviews with the alleged victims. The article states:
Reporter: On February the 20th, in the Cherkassy Oblast, a mob of armed insurgents stopped several buses with citizens from Simferopol. The passengers were beat up and dragged out of the bus. They were then piled up upon each other, they were forced to walk crouching on their heels, and forced to sing the Ukrainian anthem.
Interviewee: they were hammering the buses and pouring petrol on them, on one of their checkpoints they were executing people with shotguns, the buses there were all burned, they were throwing buckets of petrol on our bus and setting fire to it. When people fled the bus [they] were killed with baseball bats. We could have resisted, of course, but they all had firearms which they were not hiding. [They] go around in the middle of the day with assault-rifles and shotguns taken from the Berkut, with hunting rifles and sawed-off shotguns. …
The article goes on to claim that:
Unlike “official” Kiev, the Ukie blogosphere did pick up on this story, but gave it its own spin: they say that these buses were filled with pro-Russian provocateurs which they call “titushki” so that is why they got stopped, “arrested” and burned. … for the people of Crimea this is yet another reason to want out for the ugly Banderastan [a reference to Stepan Bandera who is seen as a national hero by most Ukrainians, but a Nazi collaborator by most Russians] the US and EU are building in the Ukraine.
A colleague who is fluent in Russian watched the video and sent me the following observations:
The video interviews people who allegedly suffered at the hands of Ukrainian nationalists. The two men interviewed (in Russian) and who identified themselves as Russian speaking Crimeans said that they were beaten and threatened with openly displayed firearms by Ukrainian nationalists. No evidence was presented as to how they know that’s who threatened them. The voice-over narration gravely said: “These nationalist’s will not be punished by Ukraine. Ukraine does not punish her own.”
Unfortunately, there is no mention on the video of who produced it. I don’t think this video is staged but it is clearly pushing a pro-Russian agenda.
I tried to find out who the blogger was who wrote this article, but could only find an Asia Times Online page which said, “[The author] is an anonymous blogger and occasional contributor to Asia Times Online who writes at The Vineyard of the Saker.”
My blog post of March 6 noted that the Estonian Foreign Minister, Urmas Paet, in what he thought was a private phone call – but turned out to be tapped and leaked – stated:
… there is now stronger and stronger understanding that behind [the] snipers, it was not Yanukovych, but it was somebody from the new coalition.
Especially given Estonia’s anti-Russian stance, this “declaration against self-interest” deserves further investigation, but has received almost no attention in the West. A recent exception was an investigative report by German public television, which claims strong evidence that the dead protestors were hit by sniper fire from locations controlled by other protestors, and particularly by what the article calls “the controversial Svoboda party.” It concludes:
The Kiev Prosecutor General’s Office [of the interim government] is confident in their assessment [that Yanukovych’s people are to blame for the sniper fire, but] we are not.”
I will end this post with excerpts from Pros. Stephen Cohen’s recent article on the crisis which brings its nuclear risk into clearer focus and provides a context:
If NATO forces move toward Poland’s border with Ukraine, as is being called for in Washington and Europe, Moscow is likely to send its forces into eastern Ukraine. The result would be a danger of war comparable to the Cuban missile crisis of 1962. …
Why did this happen? … The answer given by the Obama administration, and overwhelmingly by the US political-media establishment, is that President Vladimir Putin is solely to blame. … But there is an alternative explanation, one more in accord with the facts. Beginning with the Clinton administration, and supported by every subsequent Republican and Democratic president and Congress, the US-led West has unrelentingly moved its military, political and economic power ever closer to post-Soviet Russia. … this bipartisan, winner-take-all approach has come in various forms.
They include US-funded “democracy promotion” NGOs more deeply involved in Russia’s internal politics than foreign ones are permitted to be in our country; the 1999 bombing of Moscow’s Slav ally Serbia, forcibly detaching its historic province of Kosovo; a US military outpost in former Soviet Georgia (along with Ukraine, one of Putin’s previously declared “red lines”), contributing to a brief proxy war in 2008 …
All of this has unfolded, sincerely for some proponents, in the name of “democracy” and “sovereign choice” for the many countries involved, but the underlying geopolitical agenda has been clear. During the … 2004 “Orange Revolution,” an influential GOP columnist, Charles Krauthammer, acknowledged, “This is about Russia first, democracy only second…. The West wants to finish the job begun with the fall of the Berlin Wall and continue Europe’s march to the east…. The great prize is Ukraine.” …
Nothing in Washington’s replies diminishes Putin’s reasonable belief that the EU trade agreement rejected by Ukrainian President Viktor Yanukovych in November, and Yanukovych’s overthrow in February by violent street protests, leading to the current “illegitimate” government, were intended to sever Ukraine’s centuries-long ties with Russia and bind it to NATO. … the White House opposes new parliamentary elections, which would leave the existing Parliament strongly influenced, even intimidated, by its ultranationalist deputies and their armed street supporters, who recently threatened to impose their will directly by entering the building.
Obama Administration Decision Weakens New START Implementation

At the same time the Air Force is destroying 50 silos at Malmstrom AFB (above) and another 50 at F.E Warren AFB emptied by the Bush administration, the Obama administration has decided to retain 50 silos scheduled to be emptied under the New START treaty.

After four years of internal deliberations, the U.S. Air Force has decided to empty 50 Minuteman III ICBMs from 50 of the nation’s 450 ICBM silos. Instead of destroying the empty silos, however, they will be kept “warm” to allow reloading the missiles in the future if necessary.
The decision to retain the silos rather than destroy them is in sharp contrast to the destruction of 100 empty silos currently underway at Malmstrom AFB and F.E. Warren AFB. Those silos were emptied of Minuteman and MX ICBMs in 2005-2008 by the Bush administration and are scheduled to be destroyed by 2016.
A New Development
The Obama administration’s decision to retain the silos 50 silos “reduced” under the New START treaty instead of destroying them is a disappointing new development that threatens to weaken New START treaty implementation and the administration’s arms reduction profile. And it appears to be a new development.
A chart in a DOD’s unclassified report to Congress shows that the plan to retain the 50 non-operational ICBM launchers is different than the treaty implementation efforts so far, which have been designed to “eliminate” non-operational launchers.

Indeed, a senior defense official told the Associated Press that the Pentagon had never before structured its ICBM force with a substantial number of missiles in standby status.
Reducing Force Structure Flexibility
The decision to retain the 50 empty silos is also puzzling because it reduces U.S. flexibility to maintain the remaining nuclear forces under the New START limit. The treaty stipulates that the United States and Russia each can only have 700 deployed launchers and 100 non-deployed launchers. But the 50 empty silos will count against the total limit, essentially eating up half of the 100 non-deployed launcher limit and reducing the number of spaces available for missiles and bombers in overhaul.
If, for example, two SSBNs (with 40 missiles), two ICBMs, and eight bombers were undergoing maintenance at the same time, no additional launchers could be removed from deployed status for maintenance unless the deployed force was reduced below 700 launchers. This is not inconceivable. In September 2013, for example, 76 SLBM launchers and 21 B-2A/B-52H bombers (a total of 97 launchers) were counted as non-deployed.
Why the administration would accept such constraints on the flexibility of the U.S. nuclear force posture simply to satisfy the demands of the so-called ICBM caucus in Congress is baffling.
The Reductions
With the DOD New START force structure decision, the future force is now set. The DOD report includes the table below (note: a column with the 2014 deployed launchers has been added to improve comparison), which is also reproduced in a fact sheet (with some corrections and additional information about bombers):

Other than the decision to retain, rather than dismantle, the excess 50 ICBM silos, there are no real surprises. The reductions in actual nuclear forces are very modest. Moreover, the June 2013 Nuclear Weapons Employment Strategy of the United States, which is intended to look beyond 2018, ordered no additional force structure reductions below the New START limits, yet determined that the United States could meet its national and international obligations with up to one-third fewer deployed weapons (1,100 warheads on 470 launchers).
Strategic Implications
What would be the scenario in which the United States would have to redeploy missiles in the extra 50 “warm” silos that the administration has decided to retain? Notwithstanding the crisis in Ukraine, it is hard to envision one.

The 50 Minuteman III missiles from the silos will be stored at Hill Air Force Base for potential reloading into the “warm” silos or eventually to be used as flight test assets. What scenario would necessitate redeploying the missiles?

Unlike the United States, Russia is already well below the New START limit and currently has about 140 ICBMs in silos and another 170 on mobile launchers for a total force of a little over 300 missiles. Despite Russian deployment of new missiles, this ICBM force is likely to drop well below 300 by the early 2020s.
Moreover, the Pentagon determined in 2012 that Russia “would not be able to achieve a militarily significant advantage by any plausible expansion of its strategic nuclear forces, even in a cheating or breakout scenario under the New START Treaty” (emphasis added).
To compensate for the ICBM launcher imbalance and maintain some degree of overall parity with the U.S. arsenal, Russia is deploying more warheads on each of its ICBMs.
This top-heavy posture is bad for strategic stability. It is in the U.S. national security interest to reduce this disparity to increase strategic stability between the world’s two largest nuclear powers. The decision to retain excess ICBM silos instead of destroying them contributes to a Russian misperception that the United States is intent on retaining a strategic advantage and a breakout capability from the New START treaty to quickly increase its deployed nuclear forces if necessary.
The administration can and should change its decision and destroy the ICBM silos that are emptied under New START.

New START Data Show Russian Increase, US Decrease Of Deployed Warheads

The latest aggregate data released by the US State Department for the New START treaty show that Russia has increased its counted deployed strategic nuclear forces over the past six months.
The data show that Russia increased its deployed launchers by 25 from 473 to 498, and the warheads attributed to those launchers increased by 112 from 1,400 to 1,512 compared with the previous count in September 2013.
During the same period, the United States decreased its number of deployed launchers by 31 from 809 to 778, and the warheads attributed to those launchers decreased by 103 from 1,688 to 1,585.
The increase of the Russian count does not indicate that its in increasing its strategic nuclear forces but reflects fluctuations in the number of launchers and their attributed warheads at the time of the count. At the time of the previous data release in September 2013, the United States appeared to have increased its forces. But that was also an anomaly reflecting temporary fluctuations in the deployed force.
Both countries are slowly reducing their strategic nuclear weapons to meet the New START treaty limit by 2018 of no more than 1,550 strategic warheads on 700 deployed launchers. Russia has been below the treaty warhead limit since 2012 and was below the launcher limit even before the treaty was signed. The United States has yet to reduce below the treaty limit.
Since the treaty was signed in 2010, the United States has reduced its counted strategic forces by 104 deployed launchers and 215 warheads; Russia has reduced its counted force by 23 launchers and 25 warheads. The reductions are modest compared with the two countries total inventories of nuclear warheads: Approximately 4,650 stockpiled warheads for the United States (with another 2,700 awaiting dismantlement) and 4,300 stockpiled warheads for Russia (with another 3,500 awaiting dismantlement).
Details of the Russian increase and US decrease are yet unclear because neither country reveals the details of the changes at the time of the release of the aggregate data. In about six months, the United States will publish a declassified overview of its forces; Russia does not publish a detailed overview of its strategic forces.

B61-12 Nuclear Bomb Integration On NATO Aircraft To Start In 2015

The US Air Force budget request for Fiscal Year 2015 shows that integration of the B61-12 on NATO F-16 and Tornado aircraft will start in 2015 for completion in 2017 and 2018.
The integration marks the beginning of a significant enhancement of the military capability of NATO’s nuclear posture in Europe and comes only three years after NATO in 2012 said its current nuclear posture meets its security requirements and that it was working to create the conditions for a world without nuclear weapons.
The integration will take place on Belgian, Dutch, and Turkish F-16A/B and on German and Italian PA-200 Tornado fighter-bombers. It is unknown if US and NATO F-16s happen simultaneously or US aircraft are first, but the process will last four years between 2015 and 2018. Integration of German and Italian Tornados will take a little over two years (see graph below).

The USAF budget request shows the timelines for integration of the B61-12 onto US and NATO legacy aircraft. Later the weapon will also be integrated onto the F-35A and LRS-B next-generation long-range bomber.
The B61-12 will also be integrated on USAF F-15E (integration began last year), F-16C/D, and B-2A aircraft, and later on the F-35A Lightning II. The F-35A will later replace the F-16s. The US Air Force plans to equip all F-35s in Europe with nuclear capability by 2024.
In addition to the US Air Force, the nuclear-capable F-35A will be supplied to the Dutch, Italian, Turkish, and possibly Belgian air forces.
From the mid-2020s, the B61-12 will also be integrated on the next-generation heavy bomber (LRS-B) planned by the US Air Force.
The integration work includes software upgrades on the legacy aircraft, operational flight tests, and full weapon integration. Development of the guided tail kit is well underway in reparations for operational tests. Seven flight tests are planned for 2015. The nuclear warhead and some non-nuclear components won’t be ready until the end of the decade. The first complete B61-12 is scheduled for 2020.
Through 2019, the integration efforts are scheduled to cost more than $1 billion. Another $154 million is needed to improve security at the nuclear bases in Europe.
Integration of US nuclear weapons onto aircraft of non-nuclear weapon states that have signed the nuclear Non-Proliferation Treaty and promised “not to receive the transfer from any transferor whatsoever of nuclear weapons or other nuclear explosive devices or of control over such weapons or explosive devices directly, or indirectly,” is, to say the least, problematic.
The arrangement of equipping non-nuclear NATO allies with the capability and role to deliver US nuclear weapons was in place before the NPT entered into effect and was accepted by the NPT regime during the Cold War. But for NATO to continue this arrangement contradicts the non-proliferation standards that the member countries are trying to promote in the post-Cold War world.
How scattering enhanced nuclear bombs across Europe in five non-nuclear countries will enable “bold reductions” in US and Russian non-strategic nuclear weapons in Europe and help create the conditions for a world without nuclear weapons is another question.

NATO Nuclear Weapons Security Costs Expected to Double

The cost of securing U.S. non-strategic nuclear weapons deployed in Europe is expected to nearly double to meet increased U.S. security standards, according to the Pentagon’s FY2015 budget request.
According to the Department of Defense NATO Security Investment Program , NATO has invested over $80 Million since 2000 to secure nuclear weapons storage sites in Belgium, Germany, Italy, the Netherlands, and Turkey.
But according to the Department of Defense budget request, new U.S. security standards will require another $154 million to further beef up security at six bases in the five countries.

After a US Air Force Blue Ribbon Review in 2008 discovered that “most” U.S. nuclear weapons sites in Europe did not meet U.S. security requirements, the Dutch government denied there were security problems.
Yet more than $63 million of the over $80 million spent on improving security since 2000 were spent in 2011-2012 – apparently in response to the Blue Ribbon Review findings and other issues.
The additional $154 million suggests that the upgrades in 2011-2012 did not fix all the security issues at the European nuclear bases.
The budget document – which also comes close to officially confirming the deployment of nuclear weapons in Belgium, Germany, Italy, the Netherlands, and Turkey – states:
NATO funds infrastructure required to store special weapons within secure sites and facilities. Since 2000, NATO has invested over $80 million in infrastructure improvements in storage sites in Belgium, Germany, Italy, the Netherlands, and Turkey. Another $154 million will be invested in these sites for security improvements to meet with stringent new U.S. standards.

The US Air Force still deploys about 180 nuclear B61 bombs at six bases in five European countries. Despite tight security, the bases are not secure enough.
In addition to the growing security costs, the United States spends approximately $100 million per year to deploy 184 nuclear B61 bombs in the five NATO countries. And it plans to spend an additional $10 billion on modernizing the B61 bombs and hundreds of millions on integrating the weapons on the new F-35A Lightning fighter-bomber.
No doubt the United States and NATO have more urgent defense needs to spend that money on than non-strategic nuclear weapons.

Ukraine: The Value of Risk Analysis in Foreseeing Crises
The quantitative risk analysis approach to nuclear deterrence not only allows a more objective estimate of how much risk we face, but also highlights otherwise unforeseen ways to reduce that risk. The current crisis in Ukraine provides a good example.
Last Fall, I met Daniel Altman, a Ph.D. candidate at MIT, who is visiting Stanford’s Center for International Security and Cooperation (CISAC) this academic year. When I told him of my interest in risk analysis of nuclear deterrence, he said that I should pay attention to what might happen in Sevastopol in 2017, something that had been totally off my radar screen.
Sevastopol is home to Russia’s Black Sea Fleet, and along with the rest of the Crimea, was part of Russia until 1954, when Khrushchev arbitrarily “gave” it to the Ukraine. With Russia and Ukraine both parts of the Soviet Union, such a transfer of territory seemed to make no real difference. But, when the USSR broke up in 1991, a good case can be made that the Crimea, with its largely Russian population, should have been returned to Russia.
That did not happen, and with Sevastopol now part of an independent Ukraine, Russia had to negotiate a lease on what, for centuries, had been its own naval base. That lease runs out in 2017. Back in 2008, when she was Prime Minister of a somewhat Russo-phobic Ukrainian government, Yulia Tymoshenko ruled out any extension of the lease. If that were to happen, the ethnic Russians in the Crimea, and especially those in Sevastopol – many of whom depend on the Black Sea Fleet for employment – would likely petition to be reincorporated back into Russia. This would be likely to create an extremely dangerous crisis, since Russia would see this as righting an historical mistake, while the West would see it as Russia stealing part of the Ukraine.
The potential for such a crisis was reduced in 2010, when the more Russian-friendly government of Ukrainian President Viktor Yanukovych extended the lease on Sevastopol for 25 years. But even before the current crisis, there was a risk that a new, Russo-phobic government could come to power and annul the lease extension. Now that Yanukovych has been deposed and anti-Russian Ukrainian elements are part of the interim government, that is an even greater concern.
Given Altman’s alerting me to the risk of “Sevastopol 2017,” I was less surprised, but more concerned than most Americans when the current crisis developed in Ukraine. My concern escalated yesterday (Saturday, March 1, 2014) when Putin requested and received authorization “in connection with the extraordinary situation that has developed in Ukraine … to use the Armed Forces of the Russian Federation on the territory of Ukraine until the social and political situation in that country is normalised.” The resultant actions by Russian troops are seen as an invasion by some elements of the interim Ukrainian government.
Ronald Reagan’s former ambassador to Moscow, Jack Matlock, has a more nuanced take on the situation, starting with a February 8 article which argues that whichever side (Russia or the EU) wins the economic tug of war over Ukraine would lose:
So what if President Yanukovych had signed the EC association agreement? The money available from the IMF would not have staved off bankruptcy very long and would have required unpopular austerity measures … The upshot would be that, most likely, in a year to 18 months, and maybe even sooner, most Ukrainians would blame the EU and the West for their misery.
And if the Russian promise of a loan and cheap gas is renewed to some Ukrainian government, that too would do nothing to promote the reform and modernization the Ukrainian government and economy desperately need. … Ukrainians, even those in the East, would begin to blame Russia for their misery. “If only we had signed that EU association agreement…!”
In sum, I believe it has been a very big strategic mistake – by Russia, by the EU and most of all by the U.S. – to convert Ukrainian political and economic reform into an East-West struggle. … In both the short and long run only an approach that does not appear to threaten Russia is going to work.
Ambassador Matlock posted another article yesterday (Saturday, March 1), which elaborated (emphasis added):
If I were Ukrainian I would echo the immortal words of the late Walt Kelly’s Pogo: “We have met the enemy and he is us.” The fact is, Ukraine is a state but not yet a nation. … The current territory of the Ukrainian state was assembled, not by Ukrainians themselves but by outsiders … To think of it as a traditional or primordial whole is absurd.
… there is no way Ukraine will ever be a prosperous, healthy, or united country unless it has a friendly (or, at the very least, non-antagonistic) relationship with Russia [yet that is the kind of government the West seems intent on installing.] …
So far, Ukrainian nationalists in the west have been willing to concede none of these conditions [needed for stability], and the United States has, by its policies, either encouraged or condoned attitudes and policies that have made them anathema to Moscow. …
Obama’s “warning” to Putin was ill-advised. Whatever slim hope that Moscow might avoid overt military intervention in Ukraine disappeared when Obama in effect threw down a gauntlet and challenged him. This was not just a mistake of political judgment—it was a failure to understand human psychology—unless, of course, he actually wanted a Russian intervention, which is hard for me to believe. …
Ukraine is already shattered de facto, with different groups in command of the various provinces. If there is any hope of putting it together again, there must be cooperation of all parties in forming a coalition at least minimally acceptable to Russia and the Russian-speaking Ukrainian citizens in the East and South.
Ambassador Matlock added another post today (Sunday, March 2) which is also well worth reading, and I’ll end with a few additional thoughts of my own:
Last October and again last November, I quoted Russian international relations expert, Fyodor Lukyanov, as warning that America’s penchant for regime change “will lead to such destabilization that will overwhelm all, including Russia.”
It’s hard for most Americans to see how our helping to overthrow regimes in Iraq, Libya, and the Arab world could produce fears that we also are bent on regime change in a nation as powerful as Russia. But what’s happening in Ukraine brings that fear into sharper focus.
As corrupt and unpopular as Yanukovych was, he was the elected president, and the current interim government can be viewed as the result of mob rule. It doesn’t take 51% of a population to overthrow a government, and some of the groups which overthrew Yanukovych appear to have anti-Russian, anti-Semitic, and possibly even Fascist elements.
It does not seem unreasonable to me for Putin to fear that, if an economic or other crisis were to produce large-scale protests against him, the US would again support regime change. How would we have responded if the Soviet Union had sent support to the Watts rioters in 1965?
It also needs to be recognized that, while Russia’s interests in Ukraine are primarily geopolitical, it also has some legitimate human rights concerns. Under the earlier Ukrainian government, Russian language films imported into Ukraine had to be dubbed into Ukrainian and subtitles added for ethnic Russians. To understand how this felt to them, imagine how we would feel if we were barred by law from watching Hollywood movies in their original English language versions, and instead forced to watch them dubbed into French, with English subtitles.
There is a danger of Russia subjugating Ukraine, but there also is a history of Ukraine subjugating its own Russian minority. A solution is needed which recognizes the legitimate rights of all residents of Ukraine, and right now my nation is not supporting that approach. I hope it will recognize and correct its mistake. That would shorten the suffering of Ukrainian residents of all ethnicities and reduce the risk of a Russian-American crisis – as well as its attendant nuclear risk.
B61-12: First Pictures Show New Military Capability

The U.S. government has published the first images of the Air Force’s new B61-12 nuclear bomb. The images for the first time show the new guided tail kit that will provide new military capabilities in violation of the Nuclear Posture Review.
The tail kit will increase the accuracy of the bomb and enable it to be used against targets that today require bombs with higher yields.
The guided tail kit is also capable of supporting new military missions and will, according to the former USAF Chief of Staff, affect the way strike planners think about how to use the weapon in a war.
The new guided weapon will be deployed to Europe, replacing nearly 200 non-guided nuclear B61 bombs currently deployed in Belgium, Germany, Italy, the Netherlands, and Turkey.
Military Characteristics
The images show significant changes to the rear end of the bomb where the tail wing section has been completely replaced and the internal parachute removed. The length of the B61-12 appears to be very similar to the existing B61 (except B61-11 which is longer) although possibly a little bit shorter (see below).

The new guided tail kit will not use GPS (global positioning system) but is thought to use an Internal Guidance System (INS). The precise accuracy is not known, but conventional bombs using INS can achieve an accuracy of 30 meters or less. Even if it were a little less for the B61-12, it is still a significant improvement of the 110-180 meters accuracy that nuclear gravity bombs normally achieve in test drops.
The tail kit will also provide the B61 with a “modest standoff capability” by enabling it to glide toward its target, another military capability the B61 doesn’t have today.
Inside the bomb, non-nuclear components will be refurbished or replaced. In the nuclear explosives package the B61-4 primary (pit) will be reused and the secondary remanufactured. Detonators will be replaced with a design used in the W88 warhead, conventional Insensitive High Explosives will be remanufactured, and a new Gas Transfer System will be installed to increase the performance margin of the primary.
The B61-4 warhead used in the B61-12 has four selectable yields of 0.3, 5, 10, and 50 kilotons. LEPs are not allowed to increase the yield of warheads but GAO disclosed in 2011 that STRATCOM “expressed a requirement for a different yield [and that] U.S. European Command and SHAPE [Supreme Headquarters Allied Powers Europe] agreed to the proposal.” It is unknown if the different yield is a modification of one of the three lower yield options or an increase of the maximum yield. During another upgrade of the B61-7 bomb to the B61-11 earth-penetrator, the yield was increased from 360 kilotons to 400 kilotons.
Although increasing safety and security were prominent justifications for securing Congressional funding for the B61-12, enhancements to the safety and security of the new bomb are apparently modest. More exotic technologies such as multi-point safety and optical detonators were rejected.
The complex upgrades add up to the most expensive U.S. nuclear bomb project ever – currently estimated at approximately $10 billion for 400-500 bombs.
Political Implications
Enhancing military capabilities of nuclear weapons (accuracy and yield) is controversial and Government officials in the United States and European capitals are trying to dodge the issue. The 2010 Nuclear Posture Review Report explicitly promised that “Life Extension Programs…will not support new military missions or provide for new military capability capabilities.” But the guided tail kit is a new military capability and so is a different explosive yield.
Military and government officials will privately admit to the change but the public line is that this is a simple life-extension of the existing B61 with no new military capabilities.
During a recent visit to Europe where I briefed the Dutch and Belgian parliaments on the status and implications of the B61 modernization, parliamentarians were concerned that this kind of clandestine nuclear modernization under the guise of life-extension is unacceptable at the national level and counterproductive at the international level. They said they had not been informed about the upcoming deployment of improved nuclear capabilities in their countries. Their governments’ position is that there is no improvement and therefore no need to inform anyone. But one Dutch government official told me in so many words that they haven’t actually checked but trust the United States would not introduce improved nuclear bombs in Europe without telling the allies. A Dutch parliamentarian said he knew for sure that the improved capability is known within the ministry of defense.
The parliamentarians were also concerned that improving the military capabilities sends the wrong message about NATO’s nuclear policy, in particular its promise to reduce nuclear weapons in Europe and seeking to create the conditions for a world without nuclear weapons. Deploying a new guided nuclear bomb on a new stealthy F-35 fighter-bomber in Europe will make it hard for NATO to argue that Russia should reduce and not improve its non-strategic nuclear posture.

Many NATO countries quietly favor a withdrawal of the U.S. nuclear weapons from Europe but feel hamstrung by NATO policy, which mistakenly confuses generic security concerns of some eastern European allies with a need for nuclear weapons in Europe. The security concerns obviously must be addressed but not with fake assurance by tactical nuclear bombs that are the least likely to ever be used in response to the kinds of security challenges that face Europe today.
NATO decided in 2012 “that the Alliance’s nuclear force posture currently meets the criteria for an effective deterrence and defense posture.” If so, why enhance it with guided B61-12 nuclear bombs and F-35 stealth fighter-bombers?

A Conversation with Nobel Laureate Dr. Jack Steinberger
On January 27, 2014, I had the privilege and pleasure of meeting with Dr. Jack Steinberger at CERN, the European Organization for Nuclear Research, in Geneva, Switzerland. In a wide-ranging conversation, we discussed nuclear disarmament, nonproliferation, particle physics, great scientific achievements, and solar thermal power plants. Here, I give a summary of the discussion with Dr. Steinberger, a Nobel physics laureate, who serves on the FAS Board of Sponsors and has been an FAS member for decades.
Dr. Steinberger shared the Nobel Prize in 1988 with Leon Lederman and Melvin Schwartz “for the neutrino beam method and the demonstration of the doublet structure of the leptons through the discovery of the muon neutrino.” Dr. Steinberger has worked at CERN since 1968. CERN is celebrating its 60th anniversary this year and is an outstanding exemplar of multinational cooperation in science. Thousands of researchers from around the world have made use of CERN’s particle accelerators and detectors. Notably, in 2012, two teams of scientists at CERN found evidence for the Higgs boson, which helps explain the origin of mass for many subatomic particles. While Dr. Steinberger was not part of these teams, he helped pioneer the use of many innovative particle detection methods such as the bubble chamber in the 1950s. Soon after he arrived at CERN, he led efforts to use methods that recorded much larger samples of events of particle interactions; this was a necessary step along the way to allow discovery of elusive particles such as the Higgs boson.
In addition to his significant path-breaking contributions to physics, he has worked on issues of nuclear disarmament which are discussed in the book A Nuclear-Weapon-Free World: Desirable? Feasible?, (was edited by him, Bhalchandra Udgaonkar, and Joseph Rotblat). The book had recently reached its 20th anniversary when I talked to Dr. Steinberger. I had bought a copy soon after it was published in 1993, when I was a graduate student in physics and was considering a possible career in nuclear arms control. That book contains chapters by many of the major thinkers on nuclear issues including Richard Garwin, Carl Kaysen, Robert McNamara, Marvin Miller, Jack Ruina, Theodore Taylor, and several others. Some of these thinkers were or are affiliated with FAS.
While I do not intend to review the book here, let me highlight two ideas out of several insightful ones. First, the chapter by Joseph Rotblat, the long-serving head of the Pugwash Conferences, on “Societal Verification,” outlined a program for citizen reporting about attempted violations of a nuclear disarmament treaty. He believed that it was “the right and duty” for citizens to play this role. Asserting that technological verification alone is not sufficient to provide confidence that nuclear arms production is not happening, he urged that the active involvement of citizens become a central pillar of any future disarmament treaty. The second concept that is worth highlighting is minimal deterrence. Nuclear deterrence, whether minimal or otherwise, has held back the cause of nuclear disarmament, as argued in a chapter by Dr. Steinberger, Essam Galal, and Mikhail Milstein. They point out, “Proponents of the policy of nuclear deterrence habitually proclaim its inherent stability… But the recent political changes in the Soviet Union [the authors were writing in 1993] have brought the problem of long-term stability in the control of nuclear arsenals sharply into focus. … This development demonstrates a fundamental flaw in present nuclear thinking: the premise that the world will forever be controllable by a small, static, group of powers. The world has not been, is not, and will not be static.”
Having laid bare this instability, they explain that proponents of a nuclear-weapon-free world also foresee that minimal deterrence will “encourage proliferation” because nations without nuclear weapons would argue that if minimal deterrence appears to strengthen security for the nuclear-armed nations, then why shouldn’t the non-nuclear weapon states have these weapons. After examining various levels for minimum nuclear deterrence, the authors conclude that any level poses a catastrophic risk because it would not “eliminate the nuclear threat.”
While Dr. Steinberger demurred that he has not actively researched nuclear arms control issues for almost 20 years, he is following the current nuclear political debates. He expressed concern that President Barack Obama “has said that he would lead toward nuclear disarmament but he hasn’t.” Dr. Steinberger emphasized that clinging to nuclear deterrence is “a roadblock” to disarmament and that “New START is too slow.”
On Iran, he said that if he were an Iranian nuclear scientist, he would want Iran to develop nuclear bombs given the threats that Iran faces. He underscored that if the United States stopped threatening Iran and pushed for global nuclear disarmament, real progress can be made in halting Iran’s drive for the latent capability to make nuclear weapons. He also believes that European governments need to decide to “get rid of U.S. nuclear weapons based in Europe.”
Another major interest of his is renewable energy that can provide reliable, around the clock electrical power. In particular, he has repeatedly spoken out in favor of solar thermal power. A few solar thermal plants have recently begun to show that they can generate electricity reliability even during the night or when clouds block the sun. Thus, they would provide “baseload” electricity. For example, the Gemasolar Thermosolar Plant in Fuentes de Andalucia, Spain, has an electrical power of 19.9 MW and uses a “battery” to generate power. The battery is a molten salt energy storage system that consists of a mixture of 60 percent potassium nitrate and 40 percent sodium nitrate. This mixture can retain 99 percent of the thermal energy for up to 24 hours. More than 2,000 specially designed mirrors, or “heliostats,” arrayed 360 degrees around a central tower, reflect sunlight onto the top part of the tower where the molten salt is heated up. The heated salt is then directed to a heat exchanger that turns liquid water into steam, which then spins a turbine coupled to an electrical generator.
Dr. Steinberger urges much faster accelerated development and deployment of these types of solar thermal plants because he is concerned that within the next 60 years the world will run out of relatively easy access to fossil fuels. He is not opposed to nuclear energy, but believes that the world will need greater use of true renewable energy sources.
Turning to the future of the Federation of American Scientists, Dr. Steinberger supports FAS because he values “getting scientists working together,” but he realizes that this is “hard to do” because it is difficult “to make progress in understanding issues” that involve complex politics. Many scientists can be turned off by messy politics and prefer to stick within their comfort zones of scientific research. Nonetheless, Dr. Steinberger urges FAS to get scientists to perform the research and analysis necessary to advance progress toward nuclear disarmament and to solve other challenging problems such as providing reliable renewable energy to the world.
