Kathy Stack is a Senior Fellow focused on strengthening capacity of federal, state, and local governments to use data, evidence, and innovation to improve the impact of federal programs. Kathy is also a Senior Fellow at Yale University’s Tobin Center for Economic Policy, working with a team of Yale and Georgetown researchers to develop privacy-protecting data-linkage mechanisms for states, localities, and non-profits to measure employment and earnings outcomes of program beneficiaries using federal earnings data. Prior to leaving federal service in 2015, Kathy spent 27 years at the White House Office of Management and Budget overseeing education, workforce, human services, and evidence-based policy initiatives.
