
Joe is a Fellow on the AI Safety Entrepreneurship Fellowship. He is also a Researcher on the Policy & Standards team at the Institute for AI Policy and Strategy (IAPS), where he focuses on evaluation, reporting, and policy response to emerging AI capabilities. He is also a mentor on the Supervised Program for Alignment Research, where he leads a project to improve funding for AI safety and assurance research priorities.
He was previously a winter fellow at the Center for the Governance of AI and a fellow at Rethink Priorities. He holds an MA in Technology Ethics and Policy from Duke University and a BA in Environmental Studies from the University of Vermont.
A dedicated and properly resourced national entity is essential for supporting the development of safe, secure, and trustworthy AI to drive widespread adoption, by providing sustained, independent technical assessments and emergency coordination.
Congress should assign and fund an agency office within the BIS to act as an information clearinghouse for receiving, triaging, and distributing reports on dual-use AI capabilities.
