Laura Sigelmann is a Senior Manager for Government Capacity at the Federation of American Scientists. Her work focuses on effective governance, digital capacity in the public sector, and the nexus of government capacity and climate progress.

Prior to her time at FAS, Laura led digital government and climate change & technology initiatives at the U.S. Agency for International Development (USAID). Her work supported countries around the world to adopt safe, secure, and rights-respecting technologies for public service delivery and inclusive climate action. While at USAID, Laura led a flagship partnership with the Government of Ukraine to model Ukraine’s national digital services platform Diia in countries in Europe and Eurasia, Latin America, and Africa. She joined USAID as a Presidential Management Fellow and has previously held roles in research, consulting, and education.

Laura holds a Master of Global Policy Studies and a Master of Science in Energy and Earth Resources from the University of Texas at Austin, where she specialized in climate change, international security, and development. She holds a Bachelor of Arts in Earth and Environmental Science from Vanderbilt University.
