Isaac A. Harris

Isaac “Ike” Harris is the Executive Director of the Frontier Security Institute, a CAIS organization. A recognized national security expert, he focuses on the interplay of technology and state power, with deep experience in technology policy, defense, supply chain security, and risk mitigation.

Ike’s career spans military service, the legislative branch, and the private sector, with policy advisory work at the Office of the Secretary of Defense. He served as Senior Professional Staff Member on the House Select Committee on the Chinese Communist Party, and advised the Under Secretary of Defense for Policy on economic and technology issues related to China. He served as a nonresident Senior Fellow at the Atlantic Council and an Adjunct Fellow at the Foundation for Defense of Democracies.

A Surface Warfare Officer for more than 23 years, Ike served at sea, in the Pentagon, the interagency, and Congress. He commanded USS RAMAGE (DDG-61), homeported in Norfolk, Virginia, with deployments to Europe and the Middle East.

In the private sector, Ike was Vice President of Government Strategy at Exiger, a supply chain risk management platform. He is also the founder of Prime Services and Consulting, a national security advisory firm.
