
Ben leads Instiglio’s Global team and Climate practice, enabling development and climate actors deliver the greatest possible impact with their spending. This includes leading and delivering major initiatives driving the adoption of results-based financing and other tools for effective financing with partners including the Millennium Challenge Corporation, the World Bank Group, USAID, FCDO and the UK’s Department for Energy Security and Net Zero. Prior to Instiglio, Ben worked as with consultancies and think tanks as an economist and policy advisory. Ben was a Knox Fellow at the Harvard Kennedy School, where he completed an MPP, and a Perron Scholar at the University of Western Australia, where he gained combined degrees in Economics and Arts, with First Class Honours in the former.
The increasing frequency of extreme weather events, which caused over $200 billion in global economic losses in 2023, is disrupting global supply chains and exacerbating migration pressures, particularly for the U.S. Investing in climate resilience abroad offers a significant opportunity for U.S. businesses in technology, engineering, and infrastructure, while also supporting job creation at home.
To respond and maintain U.S. global leadership, USAID should transition to heavily favor a Fixed-Price model to enhance the United States’ ability to compete globally and deliver impact at scale.
