Ann Lewis is a technology leader focused on improving government delivery through modern product, engineering, and acquisition practices. She works at the intersection of technology, organizational design, and public policy, with an emphasis on strengthening state capacity and aligning systems, teams, and funding to mission outcomes.
Ann Lewis is currently the CTO of GroundVue, building an AI-enabled platform that transforms public meetings into structured policy intelligence to help governments learn faster, compare across jurisdictions, and improve decision-making. She most recently served in the federal government as Director of Technology Transformation Services (TTS) at the U.S. General Services Administration from 2022 to 2024, where she led a team of ~700 technologists delivering platforms, products, and services across government. Ann is also a fractional CTO and advisor to mission-driven organizations and has collaborated with Washington, DC–based policy organizations on government capacity and technology modernization. She has held senior technology leadership roles in industry, including two CTO positions, and served as Senior Advisor for Technology and Delivery at the U.S. Small Business Administration. She holds a B.S. in Computer Science from Carnegie Mellon University and is based in Washington, DC.
