Skills and Expertise: Must Haves

What skills do you need to show proficiency (or higher) in order to be a strong candidate?

  • Knowledge of the US federal energy ecosystem and the broader energy and environmental policy landscape.
  • Knowledge of the state energy regulatory system; relationships (or demonstrated capacity to build relationships) with state energy regulators, public utility commissions (PUCs), and independent system operators (ISOs).
  • Interest in accelerating the transition to clean energy; technical knowledge of various topics within the energy sector. Specific experience with transportation energy, geothermal energy, grid technology and operations, and/or the energy supply chain is a bonus.
  • Experience in overseeing, developing, and managing the full life cycle of project plans; capacity to manage multiple projects simultaneously.
  • Interest in managing staff. While prior formal managerial experience is not a requirement for this position, you should be able to explain why you would be able to take on this responsibility and provide examples of relevant experience. 
  • Experience in building and managing budgets; experience in the nonprofit context is a bonus.
  • Excellent written and verbal communication skills.
  • Ability to coordinate and collaborate with diverse teams.

What’s the “elevator pitch” for the role?

The Federation of American Scientists is seeking a Senior Manager, Clean Energy. This is an excellent role for someone with previous experience in the energy sector who is looking to take the next step in their career. In this role, you will oversee projects focused on accelerating clean energy innovation, developing and implementing sound clean energy policies, answering emerging questions related to the clean energy transition, and bolstering the clean energy workforce and talent pipeline. Specific focus areas and responsibilities will include:

  • Characterizing the regulatory obstacles impeding the clean-energy transition at the regional and state levels, and bringing together stakeholders to develop transformative solutions.
  • Working with the U.S. Department of Energy (DOE), U.S. Department of Transportation (DOT), and other federal agencies to deploy and scale clean energy rapidly and equitably.
  • Serve as a subject-matter expert for policy development, research, and advocacy related to clean energy and the federal government.
  • Represent FAS at external events.
  • Cultivate networks of stakeholders, practitioners, thought leaders, and subject-matter experts.
  • Pursue strategic opportunities to grow FAS’ portfolio through fundraising, proposal development, and relationship management with federal and philanthropic partners.
  • Manage people (a team of 2-4 people), projects, and budgets for the Clean Energy team.

  • Serving as a key point of contact for FAS’ current and future clean energy work.
  • Leading team members in activities such as providing expert analysis on clean energy topics, informing legislation and executive action, generating novel policy solutions to clean energy challenges, and working with partners to tackle issues at the science-policy nexus related to clean energy.
  • Spearheading outreach and stakeholder engagement, and then translating insights into specific opportunities for FAS to advance clean energy.
  • Building and overseeing project plans, setting timelines and milestones, and adopting agile methods to ensure on-time and impactful deliverables.
  • Supporting strategic management of FAS’ clean energy portfolio in collaboration with the Associate Director of Clean Energy.
  • Working with the Associate Director of Clean Energy and FAS’s development team to shape proposals for new activities and initiatives.

Work Environment 

This position will be a hybrid role, meaning that both remote and in-person work can be accommodated, generally two to three days per week on-site, and two to three days per week remote.  For this role, much of the work will be relationship building and meeting with federal government officials within Washington, DC.

FAS has recently unionized, so as a supervisor, you will be managing someone who is included in a union-represented collective bargaining unit, and specific terms and conditions of employment are subject to collective bargaining.

Salary Range

$85,000 – $115,000
