I write to you with reference to the last paragraph of your letter dated 29 November, regarding the commencement date for the 2 to 3 weeks period I would need to formulate a report on whether Iraq has returned to full cooperation.

During the informal consultations of the Security Council on 24 November, I was asked how long it would take before the Commission would be in a position to present a report to the Secretary-General under the terms described in the Council's Presidential statement to the press of 15 November. I answered by saying that it would probably take a further two to three weeks before the Commission would be able to resume and test the full range of its activities, which would enable me to present that report to the Secretary-General.

The period of two to three weeks was meant to be counted from that day, that is from 24 November 1998.
