Kateryna Halstead is an AI Safety Policy Entrepreneurship Fellow at the Federation of American Scientists and a Fellow at Pallas Advisors, a strategic advisory firm at the intersection of technology and national security. Previously, she was a research associate at CSIS, focusing on gray-zone tactics, extremism, terrorism, and the Russian war in Ukraine and co-authored the annual domestic extremism report. Kateryna also conducted OSINT research on state-backed information warfare for the Atlantic Council and was a Google Public Policy Fellow, contributing to antitrust legislation coverage and U.S. AI policy research. Her work on policy research as a Google fellow emphasized balancing U.S. innovation with responsible model development.
