
Caroline is the Program Manager for FAS’s AI and Emerging Technology portfolio. Before joining FAS, Caroline served as a political appointee at the Federal Trade Commission, and before that worked on state-level tech and telecom policy issues at the Greenlining Institute. She has been quoted in the Los Angeles Times, Sacramento Bee, CalMatters, among others, and has regularly testified before the California State Legislature. She has previously consulted on data governance best-practices for California state agencies, and served as a political appointee for California Governor Gavin Newsom.
Caroline received a B.A in Political Science from UC San Diego and an MPP from UC Berkeley’s Goldman School of Public Policy. She was also a fellow at the University of Michigan Ford School of Public Policy.
