SUBJECT: Declassification of "Fact of" Particular SIGINT Targeting (U) -- INFORMATION MEMORANDUM

1. (U) In keeping with the intent of E.O. 12958, Classified National Security Information, we have revisited the classification of "the fact of" SIGINT targeting of counterintelligence, international drug trafficking, international organized crime and alien smuggling. The NSA association with these targets is already in the public domain and should these targets appear in litigation cases "the fact of" SIGINT targeting could not be protected.

2. (U) Based on the above, effective immediately, "the fact of" SIGINT targeting of counterintelligence, international drug trafficking, international organized crime and alien smuggling will no longer be protected as CONFIDENTIAL. Any details related to these topics will remain classified as specified in documents such as the NSA/CSS Classification Manual 123-2, the Counternarcotics Class/Declass Guide No. 135-96 and the International Organized Crime Class/Declas Guide No. 341-96.
