Purpose. To redefine guidance and criteria previously established on the Nuclear, Biological, and Chemical Defense Equipment Testing and Evaluation Program. 2. Scope. The program provides for technical support (physical testing of selected NBC defense equipment) and technical assistance instruction/consultation in the use of NBC defense equipment serviceability standards) to all Marine Corps activities and involves the NBC defense equipment held at all levels of supply. The current NBC Test and Evaluation Units (T&EU'S) onsite visits are anticipated to be reduced as the new Protective Mask Fit Validation Systems (PMFVS) are procured and distributed to using units. The PMFVS will provide units with the capability to validate the protection factor of the protective mask assigned to each Marine. This validation process will ensure proper mask fit and provide a criterion to repair or reject protective masks. The T&EU'S will continue to provide technical support to the Remote Storage Activities (RSA'S) and Maritime Prepositioning Ships on an "as required basis." 3. Mission. NBC T&EU'S will continue to operate from the Marine Corps Logistics Bases (MCLB'S) to examine NBC defense equipment utilizing the most currently available NBC test equipment in a mobile/static configuration. NBC equipment items, to include NBC protective masks, hoods, and Toxicological Agent Protective (TAP) equipment (enclosure (1)), have been selected to be examined at random as approved by the program administrator, MCLB, Albany, MCO 3960.5 30 Aug 1988 GA. Each T&EU will provide the technical support to test the aforementioned equipment. Each T&EU also provides the technical assistance, as requested from respective Marine Corps activities, utilizing the serviceability standards of reference (a), and the following order of precedence of supported units: a. Fleet Marine Forces (FMF) (active duty). b. Stores Equipment. c. Selected Marine Corps Reserve (SMCR). d. Other Marine Corps activities (NON-FMF, bases, stations, depots, etc.). 4. Information a. The Commanding General (CG), MCLB, Albany, GA, will administer the subject program as guided by the directives contained in enclosure (2). b. The T&EU'S will be assigned within each MCLB. The number of personnel required to staff the T&EU'S will be determined by overall mission requirements, but will consist of no less than one officer (MOS 5702) and four enlisted (MOS 5711). c. The T&EU'S are equipped with specialized NBC test equipment, a 40-foot commercial trailer and tractor, to be furnished by the respective MCLB'S. Enclosure (3) establishes this special allowance and depicts the general organization of each trailer. MCLB Albany T&EU will support east coast activities and the MCLB Barstow T&EU will support west coast activities. Overseas units may be supported by a mail-in program and will request technical assistance per reference (b). d. All requirements for improved technological enhancements in support of this program are to be submitted via the chain of command to the CG (Code WF11B), Marine Corps Combat Development Command (MCCDC), copy to CG (SSC-NBC), Marine Corps Research Development and Acquisition Command (MCRDAC). 5. Action a. CG, Fleet Marine Force, Atlantic (FMFLant), CG, Fleet Marine Force, Pacific (FMFPac), and Remote Storage Activities (RSA'S) (1) Provide a point of contact for coordinating visits and logistical assistance to the program to the CG (Code 830), MCLB, Albany, GA. 2 MCO 3960.5 30 Aug 1988 (2) Develop and prioritize visitation/mail-in schedules and submit proposed test and evaluation requirements for each fiscal year to the appropriate MCLB no later than 31 January, annually, utilizing the format in enclosure (4). (3) Provide necessary support facilities, personnel, and equipment to the T&EU as follows: (a) Electrical source; 3 phase, 208 VAC, 60 cycle, 100 amp. generators may be utilized. When generators are utilized, generator operators will be required during all operations and vehicle support will be required when the mobile facility is relocated during a visit. (b) Water source; Potable water delivering not less than 20 psig nor more than 40 psig pressure located within 100 feet of the mobile facility. (c) Sufficient unit personnel to assist in the preparation and handling of items to be inspected. (d) Administrative support as required. (4) Certify that 15 days prior to T&EU'S visit, the equipment requested to be inspected will have been subjected to owning unit inspection/maintenance as required by current directives. b. CG, MCLB, Albany (1) Submit request for funding for T&EU'S support to the Commandant of the Marine Corps (CMC) (L). (2) Compile and evaluate the combined test results of the T&EU'S. (3) Perform trend analysis on passed and failed equipment items tested by the T&EU'S. (4) Coordinate all visits, to include the approval of the visit, and all equipment to be inspected during the visit. (5) Correlate equipment deficiency trends with the Quality Deficiency Reports (QDR) submitted on like items. (6) Provide copies of the standard monthly Marine Corps Quality Deficiency Information System report to the CG (PSI-G/SSC- NBC), MCRDAC per reference (c). 3 MCO 3960.5 30 Aug 1988 (7) Arbitrate all differences that may arise between the FMF and the T&EU'S to include schedules, type of equipment to be inspected and test selection criteria. (8) Conduct annual reviews of references (a) and (b), and revise as appropriate. (9) Submit request for changes to the T&EU'S Tables of organization (T/0) as needed. (10) Promulgate a Standing Operating Procedure (SOP) for the T&EU'S and review annually. (11) Coordinate with the units surveyed, all actions required for replacement/repair of all defective NBC defense equipment discovered during the test and evaluation visit. c. OIC, NBC T&EU'S MCLB, Albany, and MCLB, Barstow (1) Submit annual funding requirements to the CG (Code 830) MCLB, Albany by 1 March of each fiscal year for all program costs. (2) Develop operating schedules to provide the support and assistance requested as explained in paragraphs 2 and 3 of this Order. (3) Provide unit commanders with a close-out brief of the test and evaluation visit to include a written copy of the report of the test results (enclosure (5)). Significant deficiencies or trends noted will be highlighted. (4) Submit trip reports on the results of all test and evaluation performed to CG (Code 803/830), MCLB, Albany. d. SMCR and other Marine Corps Activities (1) Requests for test and evaluation visits will be submitted to CG (Code 830) MCLB, Albany, utilizing the format in enclosure (6). (2) Test and evaluation of NBC defense equipment will be accomplished by one of the following methods: (a) Onsite test and evaluation visit at the unit location.
