SUBJECT:  TRANSPORTATION SAFEGUARDS SYSTEM PROGRAM OPERATIONS

1.  PURPOSE.  This is a Supplemental Directive (SD) to DOE Order 5610.14,
    TRANSPORTATION SAFEGUARDS SYSTEM (TSS) PROGRAM OPERATIONS, dated
    5-12-93.  This SD implements and supplements the Department of Energy
    (DOE) Albuquerque Operations office (AL) requirements and
    responsibilities with respect to the TSS, and sets forth additional AL
    policies and procedures to be followed for utilization of the TSS.  This
    SD does not change any requirements contained in the DOE order, but
    contains administrative or contractual guidance.  Additional
    requirements and responsibilities are identified in AL 1120,
    "Organization, Authorities, and Functions," and other related DOE and AL
    directives.

2.  CANCELLATIONS.  This SD cancels AL Supplemental 56XA Rev 2, DOE
    TRANSPORTATION SAFEGUARDS SYSTEM, dated May 12, 1992, in its entirety.

3.  SCOPE.  This SD applies to AL organizations and its contractors and
    subcontractors that utilize the services of the TSS as provided by law
    and/or contract and as implemented by the appropriate Contracting
    Officer.  Other users of the TSS may be required to meet specific
    requirements of this SD prior to approval to utilize the TSS, as
    allowable by law or contract.

4.  POLICY.  It is DOE policy to ensure TSS operations are accomplished in a
    manner commensurate with established practices and procedures for cargo
    safeguards protection, minimization of potential risks to national
    security, safety of personnel, the public, the environment, and program
    continuity.  Nuclear explosives, DOE-owned Categories I and II
    quantities of Special Nuclear Material (SNM), classified configurations
    of nuclear weapon systems, other material as outlined in DOE Order
    5632.2A, as amended, limited life components, and other forms and
    quantities of strategic materials as approved by AL, shall be provided
    safeguards protection by TSS.

5.  EXCEPTIONS.  Requests for exceptions to this SD must be coordinated
    through the Director, TSD.

6.  RESPONSIBILITIES AND AUTHORITIES.

    a.   The Manager, AL authorizes major policy changes affecting the TSS.

    b.   Assistant Manager, Office of National Defense Programs (ONDP)
         provides for a briefing in support of the annual DP-20
         Transportation Safeguards Program Review.

    c.   The Director, Nuclear Explosive Safety Division (NESD).

         (1)  Recommends to the Assistant Manager, Office of National
              Defense Programs:

              (a)  The movement of other cargo in the same vehicle with a
                   nuclear explosive.

              (b)  The movement of Division 1.1 & 1.2 Explosives (as listed
                   in 49 CFR 177.848) in the same vehicle that contains SNM,
                   when such materials are not related to SNM.

         (2)  Conducts a Nuclear Explosive and Weapons Safety Appraisal on
              the TSS, at a minimum, on a biennial basis.

    d.   The Director, Transportation Safeguards Division (TSD).

         (1)  Assures the safe, secure movement of material identified in
              Chapter III, except when such material is in custody of the
              Department of Defense (DoD) or when authority has been granted
              to Area Managers to conduct on-site or local movements.

         (2)  Identifies, and subsequently nominates, those positions
              meeting the criteria of the Personnel Assurance Program, and
              the Personnel Security Assurance Program.

         (3)  Receives and submits requests for air shipments of plutonium
              to the Manager for approval.  Subsequent to approval, advises
              the Assistant Secretary for Defense Programs (within 24 hours
              of the Manager' s approval) of authorization granted to
              conduct air shipments.  Provides information copy of
              notification to the Deputy Assistant Secretary for Military
              Application.  Maintains formal records of such shipments.

         (4)  Administers the Certification Program Directory as specified
              in Chapter III.

         (5)  Coordinates requests for exceptions to this SD with the
              appropriate AL Divisions.

    e.   The Director, Safety Programs Division.

         (1)  Evaluates requests from the Director, TSD, and grants
              approval, if appropriate, to exceed transport index limits as
              outlined in 49 CFR 173.455-459, in any one transport vehicle.

         (2)  Makes determinations as to when material must be shipped in
              the TSS due to extraordinary hazards or shipping container
              limitations.

    f.   The Director, Security and Nuclear Safeguards Division (SNSD),
         after coordination with the appropriate divisions/staffs,
         identifies that non-SNM, including mockups or models of SNM
         components which, because of its sensitivity to the AL Weapons
         Program, should be transported in the TSS.

    g.   Area Managers and Offices, and Contracting officers.

         (1)  The provisions of this SD are to be applied to covered
              contractors and they will apply to the extent implemented
              under a contract or other agreement.

         (2)  Ensure contractors utilizing TSD services establish procedures
              for compliance with this SD and provide for a 24-hour point-
              of-contact for:

              (a)  operational support of on/off load activities; and

              (b)  security of TSD shipment vehicles when stored overnight.

         (3)  Responsibilities and authorities concerning utilization of the
              TSS are identified in Chapter III of this SD.

         (4)  Submit requests for exception to this Implementing Instruction
              to the Director, TSD.
