                                  CHAPTER I
                            PROGRAM REQUIREMENTS

1.  PHYSICAL PROTECTION.  Physical Protection requirements, to include
    Communications and Protection Equipment, identified in DOE Order
    5610.14, do not require additional implementation procedures.  The
    following guidance is provided to ensure consistency in day-to-day
    management of TSS protection activities.

    a.   Elements for protection of material in transit within the TSS shall
         be commensurate with DOE policy and guidance documents.  Evaluation
         of TSS-specific vulnerability assessments, reviews, and performance
         testing and validation scenarios may necessitate prompt and
         unscheduled changes to operational activities.

    b.   The Safe Secure Trailer (SST) constitutes a rolling vault within
         which is a Material Access Area (MAA); however, the SST MAA is not
         afforded the fixed site Protected Area buffer.  The area
         immediately outside of the SST, during offsite transportation
         operations, is accessible to the general public.  Transportation
         security of special nuclear material within the TSS is therefore
         expected to be more rigorous than that of a fixed site MAA
         established for protection of special nuclear material.

2.  TRAINING AND CERTIFICATION.

    a.   Nuclear Materials Couriers (NMC) and Transportation Escort (TE)
         personnel shall be trained in accordance with the TSD Training Plan
         which implements training requirements for safeguards and security
         personnel.  Program support shall include:  technical support,
         project/contract management and administration, operational safety,
         logistics of operation, preventive maintenance and general training
         in equipment maintenance.

    b.   Security Communications (SECOM) personnel shall be trained in
         accordance with the TSD Computer Operator Proficiency Training
         Program, and related Emergency Management Training Program for
         SECOM Operators.

    c.   Identified TSD operations and operations-related personnel shall
         receive Department of Transportation Hazardous Materials-126F
         Training, and General Employee Radiological Training, as required.

3.  PERFORMANCE TESTING AND VALIDATION.  Annual Joint Training Exercises and
    In-Service-Training, and/or audit-generated Limited Scope Performance
    Testing shall be used to validate the effectiveness and efficiency of
    the force, and associated security system.  Operational changes may be
    required based on the results and findings of the subject activities.

4.  QUALITY ASSURANCE.

    a.   TSD shall maintain a Quality Program Requirement (QPR) which shall
         apply to all work performed by the operating and support service
         contractors and laboratories in support of the TSD mission.  Note:
         Paragraph b., below, identifies exception(s).  The QPR shall
         contain TSD specific application criteria, and defined levels for a
         graded approach in determining critical items/areas.  At a minimum,
         the following areas shall be addressed:

         (1)  safety;

         (2)  vehicle fleet production and maintenance;

         (3)  communications production and maintenance; and

         (4)  training requirements.

    b.   Requirements for Software Development in support of TSD computer
         systems are identified in TSD document:  Software Quality Assurance
         Program in accordance with DOE Order 1330.1, NQA-1 and NQA-2 for
         Maintenance Development, Engineering and Services for the TSD, as
         amended.

5.  THREAT GUIDANCE.  TSS threat guidance shall be based on a compilation of
    DOE Headquarters threat statements, sabotage, Operations Security, etc.,
    considerations.  In support of Paragraph 1. above, TSS-specific
    assessments shall be conducted on an as-needed basis.
