SUBJECT: J6 Vision - Global Integrated Command and Control

1. PURPOSE: Provide outline on J6 vision briefing for Industry Day

2. KEY POINTS:

- We need to "Bridge the Gap" in Global Battle Management - add strategic capability to Global Battle Management

-- USSTRATCOM needs to provide a strategic capability to regional CINCs

-- Part of the C4I for the Warrior concept - provide the strategic counterpart to GCCS

- Migration Timeline

-- Currently have stovepipe systems, data physically copied from one system to another

-- Intermediate goal is to build a standard infrastructure according to DoD standards (JTA, DII COE)

-- Future vision - Integrated Nuclear Command and Control System (INCCS)

- Systems Migration Strategy

-- Reengineer processes, data, and systems into major subsystems

-- Work towards an open-system environment, enterprise database, shared applications, common communication, and survivability

-- Integrate all existing functions into one logical system on a common infrastructure where they can share data and functions

- Our goal system (vision)

-- Common operating environment based on standards for all applications

-- Common enterprise database to eliminate duplication of data

-- Common services available for use by all applications

-- Provides the basis for incorporating new or replacing existing systems easily

-- Applications written so they can be plugged into this environment can take advantage of new common services added to the infrastructure (e.g., DMS)

- To get to our goal system, we need to carefully migrate existing systems

-- Merge existing systems and build enterprise database

-- Consider DOD standards guidance (DII, JTA)

-- Take into account outside factors (treaties, other CINCs, TBMS)
