As of 1991, the main offices for the Iraqi biological weapons research effort were located in Baghdad on the same street as the US embassy, in an area below Tamiya street towards the Tigris river and not far from the Babil film and cinema company. The office complex was in the al-Masbar neighborhood, and in 1980 the facility was called ibn al Haithm. The offices were housed in six or seven large houses, located on the bank of the Tigris river, in a complex stretching from approximately-7th street up to 10th street. The road passing by the Baghdad office complex was closed, and the area was surrounded by a wire-mesh fence. Patrolled by armed guards, the complex contained a large number of trees and approximately 700 meters of gardens.
