VOA Correspondent Breck Ardery reports from the United Nations. TEXT: Mr. Ivanov says more progress must be made on nuclear disarmament and the banning of nuclear tests. He also says a peaceful earth needs a peaceful outer space. Speaking in Russian with English translation, Mr. Ivanov recalled a proposal made by Russian President Vladimir Putin during the U-N Millennium Summit of world leaders earlier this month. /// IVANOV INTERPRETER ACT /// At the Millennium Summit the President of Russia proposed the convening in Moscow in the spring of 2001, when the fortieth anniversary of the first manned flight to outer space is to be commemorated, of an international conference on the prevention of the weaponization of outer space. /// END ACT /// Mr. Ivanov did not specifically mention the United States but Russia has strongly opposed American plans to develop a space-based missile defense system. President Clinton recently put those plans on hold to await a decision by the next President. Regarding outside intervention in internal conflicts, the Russian Foreign Minister said all such intervention should be approved by the U-N Security Council. Mr. Ivanov said unilateral intervention undermines the very foundation of world order. Mr. Ivanov spoke during the U-N General Assembly's annual General Debate.
