A SENIOR RUSSIAN DEFENSE OFFICIAL MONDAY ACCUSED THE UNITED STATES OF VIOLATING BOTH THE A-B-M TREATY AND THE "START ONE" (STRATEGIC ARMS LIMITATION) NUCLEAR ARMS REDUCTION AGREEMENT. BUT A STATE DEPARTMENT SPOKESMAN IN MOSCOW SAID THE UNITED STATES BELIEVES IT IS IN FULL COMPLIANCE WITH BOTH ACCORDS.
