I.I. On Board (Inservice) Training

1. Proficiency Training Organic to New Installations. New variants of GCCS-M will be installed aboard afloat units generally by Battle Group and generally in concert with deployment schedules. Pre-deployment training supporting new GCCS-M installations is managed, in large part, through the resources of the GCCS-M Program Office and GCCS-M Resource Sponsor. These resources include the use of a Training Web Page, the assignment of a specific Training Point of Contact (TRAPOC), the maintenance of a training database to track the training received in new installations by individual watchstanders, the scheduling of waterfront classroom training, factory training and onboard training teams, and the scheduling of underway periods devoted to concentrated C4I training.

a. Training Web Page. The array of training conducted onboard will vary by the unique situational requirements and composition of each Battle Group, but will be organized through the use of the IT-21 Training Web Page at http://c4iweb.spawar.navy.mil/training/. This web page includes separate sections containing:

b. Training Point of Contact (TRAPOC). A specific training representative of the GCCS-M Program Office will be assigned to each deploying Battle Group or Amphibious Ready Group to aid in identifying the best application of training resources to meet the training requirements inherent in new installations. The TRAPOC will oversee the conduct of training required to support new GCCS-M installations, will maintain a GCCS-M database listing C4I training requirements by individual C4I watchstander and will be ready to provide coordination between the ship and Program Office to apply training resources where needed.

c. Integrated C4I Underway Training Period. The increasing complexity of GCCS-M and C4I installations aboard battle group ships has underlined the desirability of integrating specific C4I interoperability training during the interdeployment training phase. Ideally this underway training should occur after primary GCCS-M upgrade installations have been completed and prior to final pre-deployment battle group fleet or joint exercises. This underway training serves as an intensive test of GCCS-M functionality as well as an evaluation of training success or identification of further training objectives.

2. Pre-Deployment C4I Training. The training directorates (N7) of the Fleet Commander-in-Chief staffs routinely sponsor long range planning meetings to address pre-deployment C4I training requirements for each carrier battle group and amphibious ready group. This planning normally begins with a C4ISR Training Working Group conference (in the Atlantic) or a T4I Training Review (in the Pacific) held at the beginning of a battle group or amphibious ready group Inter-deployment Training Cycle (IDTC). Basic training phase objectives of transitioning shore training/knowledge to basic level deckplate skills are identified and intermediate training phase objectives to enhance watchstander proficiency prior to COMPTUEX are planned. A coordinated master plan of off-site specialized training blended with onboard/on-site training team assistance may be developed. Type commanders of Fleet CINC staffs then serve as a resource broker and plan administrator to ensure that all requirements are addressed and that the necessary resources are available to cover short-fused requirements.

a. Afloat Training Organization. The Afloat Training Organization (ATO) is the training agent for the Basic Afloat Training Phase of Inter-Deployment Onboard C4I training. The ATO’s role in C4I training is in transition individual skills obtained in the Core and Basic Ashore training phases into watch team proficiencies. This includes operator, technician, and system administration proficiencies.

Basic Afloat Phase C4I training will be accomplished through the mechanics of the Tactical Training Strategy – Command Assessment of Readiness and Training Phase I and II (CART), Shipboard Training Course (SBT), Tailored Ship Training Availability (TSTAs), and the Final Evaluation Period (FEP).

The Shipboard Training (SBT) course of instruction at the Afloat Training Group provides ship’s training teams with both classroom and practical training in scenario development and execution.

TSTAs accommodate systems training for both the training team(s) and watch-standers. Additionally, the TSTAs are structured to provide the ship’s integrated and individual training teams the ability to conduct scenario-based training.

b. ATO Training Products. Off-ship and shipboard training products may be offered at the ATO in support of C4I training. Shipboard training is accomplished primarily through ATO-sponsored C4I Mobile Training Teams during Basic Phase Group Sails (requested by the ISIC) and systems training offered in conjunction with the TSTAs. Off-ship GCCS-M-related training currently may consist of (varies by location):

3. Computer-Based Training. As outlined in earlier sections of this NTSP, computer-assisted training, especially as it relates to watchstander or task training is a primary goal of the GCCS-M Training Concept. This training is not focused on individual training packages, as it has traditionally been in the past.  It is part of a broad training vision that places the C4I watchstander in a self-paced Just-in-Time learning environment, similar to that used by students who learn computer applications at home, or in industry. To support this training, the GCCS-M program will design and provide on-site, computer-based task training modules that build from basic classroom instruction and prepare the learner to use embedded performance support tools. The first of these products are being prototyped to support GCCS-M and are targeted to train the GCCS segments of Command-and-Control/Personal Computer (C2PC), the GCCS-M Message Handling System (JMHS), and individual elements of GCCS-M Unified Build 3.1. Distance learning assistance will be provided to augment computer-assisted training through the use of computer links to "experts" (e-mail, internet, "chat" rooms, etc). Additionally, students will be required to qualify on the specific GCCS-M software application appropriate for their watchstation when they first report to their duty station and will require attainment of formal certification on the watchstation before formally standing watch.

A number of commercially available computer-based training products will be provided to support COTS applications that are utilized within the GCCS-M and IT-21 architectures. These training applications support such functionality as Microsoft Windows, Microsoft NT System Administrator, Microsoft SQL Server, etc.

4. Personal Qualification Standards (PQS). Integrated JMCIS PQS is currently under the purview of the Naval Education and Training Professional Development and Technology Center (NETPDTC) PQS Development Center, Pensacola, FL, Code 34. The current JMCIS PQS (Naval Education and Training Command (NAVEDTRA) 43555 dated 3/95) supercedes the NTCS-A PQS (Naval Education and Training Command (NAVEDTRA) 43515 dated 3/92), and the OSS PQS. The JMCIS PQS covers the following watchstations: JMCIS Workstation Operator, Communications Manager, Database Manager, Force Status Operator, Tactical Information Management Services (TIMS) Operator, Electronic Intelligence (ELINT) Correlator, NTCS-A and NCCS-A Integrated Tactical Environmental Subsystem (NITES) Operator, NTCS-A Intelligence Processing Service (NIPS) Operator, NTCS-A Imagery Exploitation Workstation (NIEWS) Operator, and Command and Control Warfare Commander (C2WC) Operator. The TSC PQS (NAVEDTRA 43206-0C, TSC Mission Coordination and Evaluation; NAVEDTRA 43206-2C, TSC ADP Operator; NAVEDTRA 43206-5C, TSC Operation and Control (OPCON) Watch; NAVEDTRA 43206-3B, Antisubmarine Warfare Operation Center (ASWOC) Maintenance; and ATOPS/TOPS - TSC Analysis Systems Operator [maintained by COMPATWINGLANT/PAC independently of NETPDTC]), will continue to exist as separate standards and be updated at regular intervals.

JMCIS PQS is generally considered to be out-of-date and of limited utility. The extended time for traditional PQS development and update cannot keep pace with the rapid introduction of revised GCCS-M releases.

I.J. LOGISTICS SUPPORT

1. All detailed logistics support information for GCCS-M is contained in the approved GCCS-M Integrated Logistics Support Plan (ILSP) that is available via the Internet by accessing the GCCS-M Program Manager’s Page at http://c4iweb.spawar.navy.mil/pm/.

2. The GCCS-M ILSP applies to all GCCS-M variants: Afloat, Ashore and Tactical / Mobile.  GCCS-M is an Acquisition Category II and III program. The Milestone Decision Authority is the Commander, Space and Naval Warfare Systems Command. The GCCS-M ILSP documents the management approach, decisions and plans associated with each element of Integrated Logistics Support (ILS). It is organized and developed in accordance with Department of Defense Directive (DoDD) 5000.2R, DoDD 5000.1, Secretary of the Navy Instruction (SECNAVINST) 5000.2B, and Space and Naval Warfare Instruction (SPAWARINST) 4000.13.

I.K. SCHEDULES

1. GCCS-M Installation Schedules.  Installation schedules for GCCS-M are constantly changing due to the fluid demands of Fleet operations. In the past, static tables were used in Navy Training Support Plans to list expected installation schedules of major GCCS-M or GCCS-M components. These tables were out of date, literally, on the day they were published. The GCCS-M Program Office maintains installation schedules for Afloat, Ashore and Tac/Mobile units on a segment of the Program Manager’s web page that is continuously updated and maintained by installation personnel. 2. Technical Training Equipment (TTE) Schedules.   Technical Training Equipment (TTE) is provided to primary GCCS-M training sites including remote training sites where it is needed to aid in classroom instruction. As many traditional GCCS-M schoolhouse training responsibilities transition to the task or watch standing environment on-site or onboard ship, past requirements for schoolhouse TTE will change. Additionally, as GCCS-M hardware requirements transition to a greater reliance on COTS products, the traditional necessity to fund, purchase and install TTE will change in kind. In this environment of change, individual site TTE requirements and installation schedules are best managed by a web page. These schedules are maintained at:

I.L. Government Furnished Equipment (GFE) and Contractor Furnished Equipment (CFE) Training Requirements.

There are currently no training requirements for unique Government Furnished Equipment (GFE) or Contractor Furnished Equipment (CFE) outside the scope of primary GCCS-M training. However, an increasing proportion of GCCS-M hardware (and some software) consists of COTS products that are improved incrementally by industry as technology advances. There is the possibility that future requirements may surface to train Navy personnel on this new equipment in the interim period before instruction is fully integrated into GCCS-M training plans. In that event, Contractor Training Teams (CTT) will be used to provide initial training on new developments. In addition, SPAWAR will continue to provide on-site training at the time of installation of new hardware/software associated with GCCS-M.
