Basis of Issue Plan - BOIP

A. DESCRIPTION: THE M1064 HEAVY MORTAR CARRIER IS A MODIFIED M106A2 HEAVY MORTAR CARRIER. IT ALLOWS THE FULL INTEGRATION OF THE 120MM MORTAR, BATTALION MORTAR SYSTEM (BMS) WHICH REPLACES THE 107MM MORTAR. THE M1064 HAS EXTERNAL FUEL TANKS MOUNTED ABOVE THE REAR FENDERS WHICH ADD APPROXIMATELY 16 CUBIC FEET OF STOWAGE SPACE. NEWLY DESIGNED AMMUNITION RACKS STOW 69 ROUNDS AND MOUNTING PROVISIONS WERE MADE FOR THREE M16A2 RIFLES, SIGHT EXTENSION AND EXTRACTOR ROD DIRECTLY TO THE REAR OF THE COMMANDER'S PLATFORM POST. OTHER MODIFICATIONS INCLUDE: IMPROVED DRIVER CONTROLS, A SHOCK-MOUNTED DRIVER'S SEAT, COLLAPSIBLE DRIVER'S FOOT REST AND MOUNTING PROVISIONS FOR A BOLT-ON ARMOR KIT. B. CAPABILITIES: THE M1064 COMPLEMENTS OTHER BATTALION ORGANIC WEAPON SYSTEMS BY TRANSPORTING THE BMS IN ORDER TO PROVIDE A HIGH RATE OF HIGH ANGLE SUPPORT TO ENGAGE DEFILADE TARGETS AND FILL IN AREAS OF DEAD SPACE FOR DIRECT FIRE WEAPONS. IT ALLOWS THE COMMANDER TO RAPIDLY DEPLOY AND DISPLACE HIS OWN CLOSE AND CONTINUOUS INDIRECT FIRE SUPPORT ASSETS TO COVER TARGETS BEYOND LINE OF SIGHT SYSTEMS, ALLOWING SUPPORTING ARTILLERY TO CONCENTRATE ON TARGETS AT GREATER DEPTH. C. EMPLOYMENT: THE M1064 WILL BE EMPLOYED IN THE SAME MANNER AS THE M106A2 WORLDWIDE, ON ALL TYPES OF TERRAIN AND IN ALL CONDITIONS OF WEATHER AND VISIBILITY. D. BASIS OF ISSUE: THE M1064 WILL REPLACE THE M106A2 ON A ONE FOR ONE BASIS: 1) L AND J EDITION TOE ARMORED AND MECH INF BNS-6 EA 2) H EDITION TOE ARMORED AND MECH INF BNS-4 EA 3) ARMORED CAVALRY SQUADRONS-3 PER TROOP 4) MOTORIZED INF BN-6 EA E. POWER REQUIREMENTS: THERE ARE NO EXTERNAL POWER REQUIREMENTS. F. TRANSPORTATION REQUIREMENTS: THE M1064 MEETS THE SIZE AND WEIGHT REQUIREMENTS FOR MARINE TRANSPORT IN ALL VESSELS OF THE ARMY TACTICAL WATERCRAFT FLEET AND STRATEGIC MATERIEL TRANSPORT VESSELS. IT IS RAIL TRANSPORTABLE WORLDWIDE WITHOUT RESTRICTION. WHEN TRANSPORTED ON HIGHWAYS ON THE M915A1/M871 TRACTOR/SEMITRAILER COMBINATION, IT EXCEEDS LEGAL LIMITS IN MOST US STATES AND VIRTUALLY ALL FOREIGN COUNTRIES FOR WIDTH AND AXLE LOADS AND WILL REQUIRE A PERMIT. SPECIAL HIGH STRENGTH TIE-DOWN SHACKLES ARE REQUIRED FOR SURFACE TRANSPORT AND ARE BEING ISSUED WITH THE VEHICLE. IT IS CERTIFIED BY THE AIR FORCE FOR TRANSPORT ON THE FOLLOWING FIXED WING AIRCRAFT: C130, C141, AND C5. THERE IS NO LOW ALTITUDE PARACHUTE EXTRACTION OR LOW VELOCITY AIR DROP REQUIREMENT. G. PERSONNEL/MAINTENANCE IMPACTS: (1) OPERATOR: (A) CREW SIZE/AOC/MOS: 4 INFANTRYMEN, INDIRECT FIRE 11C: ONE SQUAD LEADER ONE GUNNER ONE ASSISTANT GUNNER ONE AMMO BEARER/OPERATOR/DRIVER (B) TRAINING REQUIREMENTS (MOS/GENERAL): THERE ARE NO SIGNIFICANT TRAINING IMPACTS. HOURS OF TRAINING WILL REPLICATE THOSE OF THE M106A2 WITH THE 107MM MORTAR.
