                          EXECUTIVE SUMMARY


1.  PURPOSE.  This is a cyclic review of the L-Edition TOE.  This
TOE has been updated to reflect approved doctrine and the latest
information concerning changes in Operational Concepts, Operational
Requirements Documents (ORDs), and related Basis of Issue Plans
(BOIP) data.  The advantages are as follows:  Concept changes are
incorporated, manpower and equipment requirements are updated, and
the application of documentation procedures provides an outline of
the unit's modernization process.

    e.  Major Changes.

        (1)  The new MARC figures have been applied to this TOE and
the radios have been reconfigured based on the latest OPFAC rules.

        (2)  Para 02, Generator Set Ded Skd Mtd 10 Kw, LIN G74711,
was deleted and replaced by Generator Set Dsl Eng 3 Kw, LIN G18358
to meet the unit's power requirements.

2.  MISSION/CAPABILITIES/SECTION I.

    a.  Executes rear operations functions within areas of
responsibility assigned by the Corps Rear CP.

    b. Manages and controls the use of terrain in its sector within
the Corps Rear Area.  Coordinates base/base cluster defense
operations with response force and tactical combat force (TCF)
operations.  Provides damage assessments to the Corps Rear CP.

1.  MISSION.  Executes rear operations functions within areas
of responsibility assigned by the Corps Rear CP.

2.  ASSIGNMENT.  To a corps.

3.  CAPABILITIES.

    A.  AT LEVEL 1, THIS UNIT:

        (1) Manages and controls the use of terrain in its
sector within the Corps Rear Area.

        (2) Assigns rear area units to bases; designates base
clusters, and designates base/base cluster commanders.

        (3) Provides command and control to bases and base
clusters for unified action against threat level 1
activities.

        (4) Coordinates with response forces and the tactical
combat force (TCF) to defeat threat level 2 and 3 activities
in its designated sector of the corps rear area.

        (5) Monitors rear area threats and determines the
Threat Condition (Threatcon) for its area of operation.

        (6) Monitors base defense status.

        (7) Provides damage assessments to the Corps Rear CP.

        (8) Coordinates area damage control operations.

    B.  The columns under levels 2 and 3 adapt this table for
reduced operational capabilities in decrements of 10%, to
approximately 90% for level 2 and 80% for level 3.

    C.  This unit is not adaptable to Type B Organizations.

    D.  The columns designated by Levels 1 through 3 are
designed to relate to categories established in AR 220-1,
Unit Status Reporting.

    E.  All individuals of this organization can assist in
the coordinated defense of the unit's area or installation.

    F.  THIS UNIT IS DEPENDENT ON:

        (1) The HHC, Support Group (Corps), 63422L000, to
which attached for food service, religious services, supply,
security, and organizational vehicle, weapons, and
communications maintance.

        (2) Appropriate elements supporting the unit to which
assigned or attached for combat health support, legal,
finance, personnel, administrative services, and
communications support.

4.  BASIS OF ALLOCATION.  1 per Corps Support Group TOE
63412L000.

5.  CATEGORY.  This unit is designated a Category II unit.

6.  MOBILITY.

    A.  This unit is capable of transporting 19,000 pounds
(903.0 cubic feet) of TOE equipment with organic equipment.

    B.  This unit has 6,400 pounds (602.0 cubic feet) of TOE
equipment requiring transport.

    C.  This unit requires 100% of its TOE equipment and
supplies be transported in a single lift using its organic

    b.  Purpose and authority for the preparation and revisions of

        (1)  Cyclic Review in accordance with AR 71-32, para 4-4.

        (2)  This TOE revises the current L-Edtion of the Support
Center, (Rear Area Operations Center (RAOC), Corps).  This TOE is
undergoing a cyclic review to incorporate current doctrinal concepts
and techniques and update the MARC driven positions.

        (3)  This version of the TOE has been prepared in accordance
with the provisions of current TOE development regulations and
guidance.

        (4)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They have also been reviewed to ensure they
are aligned at the paragraph level of detail.

        (5)  The unit MARC Code is 22A.  This is a Combat Support
unit that operates in the corps rear area.  It is a mobile unit that
moves after deployment.

2.  EMPLOYMENT.  The RAOC is positioned with each Corps Support
Group operating in the corps rear area.  The RAOC assists the Corps
Rear Operations Center control rear area terrain management and the
employment of tactical forces to defeat rear area threats.  Liaison
Teams colocate with and coordinate the efforts of MP and Engineer
units in the corps rear to defeat rear area threats.

        (1)  Functions. Plans, directs supervises, motivates, and
assigns the soldiers and resources of the command.
