        (1) AR 71-31, Management System for Tables of
Organization and Equipment, 20 July 1989.

        (2) TRADOC Reg 71-15, Table of Organization and
Equipment (TOE) Development, 20 December 1991.

        (3) Decision briefing on the Aviation Restructure
Initiative to Chief of Staff, Army (CSA) on 3 February 1992.

    b. Purpose and authority for the preparation and revisions
of Tables of Organization and Equipment (TOE).

          (1) This is a redesigned TOE that documents the
organizational structure and resource requirements for an Air
Reconnaissance Troop. This TOE implements the Headquarters,
Department of the Army (HQDA) approved Aviation Restructure
Initiative (ARI).

        (2) These TOE have been prepared in accordance with the
provisions of current TOE development regulations and guidance.

        (3) All Equipment Readiness Codes in these TOE have been
reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting. They also have been reviewed to ensure
they are aligned at the paragraph level of detail.

        (4) The unit MARC Code is 11A. This is a combat unit
that operates in the division area. It is a split based unit
that is required to move.

2. EMPLOYMENT.

    a. This unit will be assigned to a heavy division cavalry
squadron or regimental aviation squadron of the Armored Cavalry
Regiment. It is normally employed to perform reconnaissance and
security operations, providing the division an aerial capability
for collecting information on enemy's resources and activities
and providing early warning of enemy movements. It also can
conduct raids, perform air combat operations, and provide aerial
platforms for command, control, and communications.

    b. The air reconnaissance troop may be employed as an
integral unit or as two or more elements dedicated to specific
missions. The aircraft serve as primarily reconnaissance
vehicles, however when necessary, the aircraft can destroy or fix
bypassed enemy forces and deny the enemy key terrain.

    c. With the exception of the limited aviation unit mainten-
ance (AVUM) provided by the assigned crew chiefs and their basic
tool kits, this troop is dependent on other units for all
logistical and personnel service support.

3. METHODS OF OPERATIONS AND FUNCTIONS.

GENERAL REMARK: The following paragraphs discuss the primary
functions, selected personnel requirements, and major equipment
needs for each element of the Air Reconnaissance Troop. Only
those personnel requirements not covered by approved MARC (AR
570-2) or other regulatory guidance are addressed.
