                       EXECUTIVE SUMMARY

1. PURPOSE. This package summarizes the results of a cyclic review
for the Headquarters, Department of the Army (HQDA) approval of the
Aviation Restructure Initiative (ARI) Medium Helicopter Battalion
(CH-47) A-edition table of organization and equipment (TOE). The ARI
reorganizes all U.S. Army aviation units with the goal of reducing
the number of older aircraft from the fleet and documenting
unconstrained manpower requirements in all organizations. This draft
package includes an executive summary and narrative discussions that
outline the operational function of each DTOE and discusses personnel
and major items of equipment.

    a. New TOE: No Projected E-Date: N/A

    b. Cyclic Review: Yes Current E-Date:

    C. Authority:

      (1) ARSTRUC: No Date: N/A Str Cap: N/A

      (2) CSA FDU: No Date: N/A Str Cap: N/A

      (3) AR 71-32: Yes CTU Date: 9704 Str Cap: N/A

    d. This package pertains to the following:

          TOE TITLE
          --- -----
      01245A000 Heavy Helicopter Battalion (CH-47)
      01246A000 Headquarters & Headquarters Company
      01247A000 x 3 Heavy Helicopter Company (CH-47)

    e. Major Changes. As part of the cyclic review process, these
DTOE reflect current standards of grade (SG), manpower criteria
(MARC), basis of issue plans (BOIPs), and doctrine. Changes in
structure were made to the aviation maintenance sections in an
effort to standardize them with maintenance throughout Army aviation.

2. MISSION/CAPABILITIES/SECTION I.

    a. Provides aerial movement of fire support systems, combat
troops, equipment, and supplies to support maneuver, combat support,
and combat service support operations.

    b. The HHC and each Heavy Helicopter Company is self-sufficient.
Each flight company performs aviation unit maintenance (AVUM) on
assigned aircraft to include armament and avionics systems. The HHC
and the each company perform unit-level maintenance on ground
equipment organic to the company.

    c. See the appropriate TOE Section I for a complete list of
capabilities and limitations of these units.

3. ASSIGNMENT. Organic to the Air Assault Division, TOE 01200A.

4. PERSONNEL.

    a. Personnel strength for this organization is as follows:

           TOE DESIGN DOCUMENTED DIFFERENCE

          01246A000 80 80 0
          01247A000 x 3 244 244 0

    b. Manpower Requirements Criteria (MARC) Deviations: MARC
allowances for PLL clerks are considered excessive. Therefore, a
ratio of one PLL Clerk to ten aircraft is used in lieu of the full
MARC allowance.

    c. Detailed rationale for doctrinal personnel requirements is in
the accompanying TOE Analysis--Narrative Discussion.

    d. The net officer/ noncomissioned officer (NCO) force impact of
this TOE is zero for officers and a decrease of two (2) NCOs.

    d. The risk resulting from decrements is negligible.

5. EQUIPMENT.

    b. The following items of modernization equipment was approved
by HQDA for inclusion in the BTOE and have been applied:

    BOIP LIN NOMENCLATURE AUTHORITY

6. COST.

    a. Cost Analysis Summary for the OTOE is provided in
paragraph 7 below.

    b. Force structure information for each TOE is based on current
M-Force and E-Date 971001.

    c. The difference in costs is primarily due to the application
of current unconstrained MARC, SG, BOIPs and doctrine.
