                        EXECUTIVE SUMMARY

1.  PURPOSE.  The attached A-edition tables of organization and
equipment (TOE) are the result of implementation of guidance from
the Headquarters, Department of the Army (HQDA) approval of the
Aviation Restructure Initiative (ARI).  The ARI reorganizes all
U.S. Army aviation units.  The goals are to reduce the number of
older aircraft from the fleet and document unconstrained manpower
requirements in all organizations.  These DTOE document the
organizational structure, along with manpower and equipment
requirements, for an Assault Battalion (UH-60), Airborne Division.
This Assault Battalion contains the following TOE:

These TOE reflect approved doctrine and the latest information
concerning changes in operational concepts, operational
requirements documents (ORD), and related basis-of-issue plans
(BOIP).

2.  MISSION/CAPABILITIES/SECTION I.

    a.  Performs air assault and air movement operations.

    b.  Provides command and control aircraft support assets for the
Airborne Division.

    c.   Provides combat electronic warfare intelligence (CEWI)
assets for the Airborne Division.

    d.  Performs aviation unit maintenance on assigned aircraft
to include avionics systems and performs unit-level maintenance
on organic equipment.

    e.  See the appropriate TOE Section I for a complete list of
capabilities and limitations of these units.

3.  ASSIGNMENT.  Organic to the Aviation Brigade, TOE 01040A,
Airborne Division.

    b.  Manpower Requirements Criteria (MARC) Deviations:

        (1) MARC authorizes a Company NBC NCO and driver for the
commander in each company.  These positions will not be used in the
flight companies due to their small size.

is in the accompanying TOE Analysis--Narrative Discussion.

    d.  The risk resulting from decrements is negligible.

5.  EQUIPMENT.

    a.  Equipment reflected in these TOE represent minimum
essential wartime requirements with normal modernization from the
base to the objective TOE.

6.  COST.

    a.  Cost Analysis Summary for the OTOE is provided in
paragraph 7 below.

    b.  Force structure information for each TOE is based on
current M-Force and E-Date 961001.

    c.  HQDA approved commodity consumption rates were used in
the development of these TOEs and are reflected in the Cost
Analysis Summaries.

7.  COST ANALYSIS SUMMARIES.  The cost analysis of 01045A000 is
at enclosure 1.  Cost and personnel differences between the old
and new TOEs are due to increasing personnel strengths to
unconstrained MARC levels.

1.  MISSION.  TO PERFORM AIR ASSAULT; AIR MOVEMENT; COMBAT
ELECTRONIC WARFARE AND INTELLIGENCE (CEWI); AND COMMAND,
CONTROL, AND COMMUNICATIONS (C3) FLIGHTS FOR THE DIVISION.

2.  ASSIGNMENT.  ORGANIC TO THE DIVISION AVIATION BRIGADE, TOE
01040A, AIRBORNE DIVISION.

3.  CAPABILITIES.

    A.  AT LEVEL 1, THIS UNIT PROVIDES:

        (1) AIRLIFT FOR TWO INFANTRY RIFLE COMPANIES IN A
SINGLE LIFT WHEN AT LEAST 80 PERCENT OF THE ORGANIC ASSAULT
AIRCRAFT ARE AVAILABLE FOR FLIGHT.

        (2) AIR MOVEMENT OF TROOPS, SUPPLIES, AND EQUIPMENT.

        (3) AIRCRAFT TO PERFORM FLIGHTS FOR COMMAND AND
CONTROL, STAFF TRANSPORT, LIAISON, AIR MESSENGER SERVICE, AND
RADIO RELAY OPERATIONS.

        (4) AIRCRAFT FOR AERIAL RADIOLOGICAL SURVEYS, REAR
AREA RECONNAISSANCE/SURVEILLANCE, AND SEARCH AND RESCUE OF
DOWNED AIRCREWS.

        (5) ELECTRONIC COUNTERMEASURES (ECM) AIRCRAFT AND
PERSONNEL FOR CONDUCT OF CEWI MISSIONS, UNDER OPERATIONAL
CONTROL OF THE MILITARY INTELLIGENCE BATTALION (CEWI).

        (6) UH-60 AIRCRAFT FOR AUGMENTATIVE AEROMEDICAL
EVACUATION WHEN MEDICAL AIRCRAFT ARE INADEQUATE OR NOT READILY
AVAILABLE.

        (7) CONTINUOUS DAY AND NIGHT OPERATIONS DURING VISUAL
AND MARGINAL WEATHER CONDITIONS AND LIMITED OPERATIONS DURING
INSTRUMENT WEATHER CONDITIONS.

        (8) UNIT LEVEL PERSONNEL SERVICE SUPPORT, INCLUDING
PERSONNEL, ADMINISTRATIVE, LEGAL, HEALTH, AND RELIGIOUS
SERVICES FOR ALL UNITS ORGANIC OR ATTACHED TO THE BATTALION.

        (9) UNIT LEVEL LOGISTICAL SUPPORT, INCLUDING SUPPLY
(EXCEPT CLASS III, CLASS V, AND AIRCRAFT CLASS IX), AUTOMOTIVE
AND COMMUNICATIONS MAINTENANCE, AND FOOD SERVICE FOR ALL UNITS
ORGANIC OR ATTACHED TO THE BATTALION.

    B.  THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
FROM APPROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80% FOR
LEVEL 3.

    C.  THIS UNIT IS NOT ADAPTABLE TO TYPE B ORGANIZATION.

    D.  THE COLUMNS DESIGNATED BY LEVELS 1 THROUGH 3 ARE
DESIGNED TO RELATE TO CATEGORIES ESTABLISHED IN AR 220-1,
UNIT STATUS REPORTING.

    E. INDIVIDUALS OF THIS ORGANIZATION, EXCEPT THE CHAPLAIN
AND MEDICAL PERSONNEL, CAN ASSIST IN THE COORDINATED DEFENSE
OF THE UNIT'S AREA OR INSTALLATION.

    F. THIS UNIT PERFORMS UNIT MAINTENANCE FOR ALL ORGANIC
EQUIPMENT EXCEPT MEDICAL AND COMMUNICATIONS SECURITY (COMSEC)
ITEMS.

    G. THIS UNIT IS DEPENDENT UPON:

       (1)  APPROPRIATE ELEMENTS OF THE DIVISION OR CORPS FOR
LEGAL, FINANCE, AND LOGISTICAL SUPPORT, INCLUDING SUPPLEMENTAL
