Born on 23rd February 1953 in Baku.
 

Education:

• 1976, Leningrad Institute of Aviation Instrument-Making.
• 1979, graduated from the Higher KGB Course.

Career:

• 1976, worked in the Leninets research and production association and the Nevskiy district Komsomol committee.
• 1979, conscripted to the KGB;
• 1980-90, on the staff of the KGB department for the Leningrad Region, section head in the Security Ministry department for Vyborg, Leningrad Region.
• 1990-93, Deputy of the Leningrad Region Soviet.
• 1993-99, Head of the Department of the Federal Tax Police Service for St.   Petersburg.
• From July 1999, Plenipotentiary Representative of the Russian President in the Leningrad Region.
• Appointed plenipotentiary representative of the Russian President in the Central Federal District by      Presidential Decree No.   894 of 18th May 2000. (Voyeninform Military News Agency, 27 Jul 00).
