  • [POPOV: Born on July 6, 1955 in Baku, Azerbaijanian Soviet Socialist Republic, he graduated from the Volsk Higher Military School of Logistics in 1976 and served on the Northern Fleet as assistant commander for logistics on a large anti-submarine ship, head of the food rations service of a crew, and head of the food rations service of the naval logistics.  In 1987 he graduated from the Military Academy of Logistics and Transport and was dispatched to Black Sea Fleet as deputy head of logistics of the Crimean naval base. He also held the posts of deputy head of logistics for the submarine flotilla, deputy head of the naval base for logistics on the Northern Fleet, and head of logistics - deputy flotilla commander for logistics on the Pacific Fleet. In September 1998 he was appointed deputy commander of the Northern Fleet for logistics -head of the fleet's logistics. In October 2001 he was promoted to Chief of Staff - First Deputy Head of Logistics of the Russian Navy. He was appointed Head of Logistics - Deputy Commander-in-Chief of the Navy for Logistics by presidential decree of September 23, 2002 (Military News Bulletin No 011, 1 Nov 02).
