Senior Leadership Positions Announced

 


Eliot A. Jardines

Assistant Deputy Director of National Intelligence for Open Source

Mr. Jardines is responsible for developing strategic direction, establishing policy and managing fiscal resources for open source exploitation for the Office of the Director of National Intelligence (ODNI).  Prior to joining the ODNI, Mr. Jardines was the founder and president of Open Source Publishing, Inc., a privately held firm providing open source intelligence support to the public and private sectors.  The firm was acquired by Radiance Technologies, Inc., where he served as the director of the Radiance Open Source Intelligence Division.  Mr. Jardines served in military intelligence assignments overseas and in the United States in both the active Army and the Army Reserve.  He is a graduate of the University of New Mexico with a dual degree in political science and Latin American studies.  He received a Master of Arts degree in international studies from the University of Connecticut and a Master of Science degree from the Joint Military Intelligence College.

 


Alexander W. Joel

Civil Liberties Protection Officer

 

The Director of National Intelligence has appointed Alexander W. Joel as the ODNI’s Civil Liberties Protection Officer.  Since June 2005, Mr. Joel had been performing the duties of that position on an interim basis.  His responsibilities include ensuring that the protection of privacy and civil liberties are appropriately incorporated in Intelligence Community policies and procedures, overseeing compliance by the ODNI with privacy and civil liberties laws, and ensuring that the use of technology sustains, and does not erode, privacy.  Mr. Joel has more than a decade of experience with privacy, technology, and national security law.  Prior to joining the government, Mr. Joel served as the privacy, technology, and e-commerce attorney for Marriott International, Inc., where he helped establish and implement Marriott's privacy compliance program.  He also worked as a technology attorney at the law firm of Shaw, Pittman, Potts & Trowbridge in Washington, D.C., and as a U.S. Army Judge Advocate General Corps officer, with assignments that included prosecutor and criminal defense counsel.  He joined the Central Intelligence Agency's Office of General Counsel in October 2002.  Mr. Joel received his law degree from the University of Michigan in 1987 and his B.A. from Princeton University in 1984.

 


Theresa Everett

Associate Deputy Senior Acquisition Executive and ODNI Procurement Executive

 

Ms. Everett is responsible for the formulation of Intelligence Community procurement policy and oversight of Intelligence Community-wide procurement activities.  Over the course of her 28 years of government service she served in a variety of key intelligence acquisition positions.  She spent the last four years as Signals Intelligence Team Lead in the Office of the Senior Acquisition Executive, Deputy Director of Central Intelligence for Community Management.  Previously Ms. Everett served at the National Security Agency with more than 12 years in contracting and acquisition positions.  In 1989 she was appointed a supervisory contracting officer, to include a warrant with unlimited obligation authority.  Ms. Everett served in a variety of leadership positions to include Chief, Logistics Division, Seoul, Korea; Chief, Support Division, Seoul, Korea; Deputy Chief, Analysis and Assessment Group, Information Operations Technology Center; and Deputy Director, NSA Office of Recruitment and Hiring.  She received a B.S. in Business Management from the University of Maryland, an M.A. in Management from Central Michigan University, and an M.S. in National Security Strategy from the National War College.
