PRESIDENT CLINTON NAMES J. SHELBY BRYAN AS MEMBER OF THE PRESIDENT?S FOREIGN INTELLIGENCE ADVISORY BOARD

           PRESIDENT CLINTON NAMES J. SHELBY BRYAN AS MEMBER OF
            THE PRESIDENT?S FOREIGN INTELLIGENCE ADVISORY BOARD

     The President today announced his intent to appoint J. Shelby Bryan to
serve as a member of the President?s Foreign Intelligence Advisory Board.

     Mr. J. Shelby Bryan, of New York, New York, has been a pioneer in
wireless communications, both domestically and internationally.  Currently,
Mr. Bryan is the Chairman and CEO of ICG, one of the nation?s leading
competitive telephone companies which delivers voice and internet data
services over fiber optic networks.  Mr. Bryan also co-founded Millicom
International Cellular S.A. (formerly MILLICOM), which was granted one of
the first two experimental cellular frequencies and the first PCS (personal
communication systems) frequency in the U.S., and became the largest
international cellular company in the world.  As CEO, Mr. Bryan built the
company through successful negotiations with the political leaders in the
countries where licenses were obtained.  Under his leadership, Millicom
International Cellular was often competing against national telephone
companies or the Bell operation companies.  Its success reflected its skill
and persistence in dealing with 20 countries, which had different cultures
and national ambitions.

     Mr. Bryan received a BA from the University of Texas, a JD from the
University of Texas School of Law and a MBA from Harvard School of
Business.

     The President?s Foreign Intelligence Advisory Board (PFIAB) is
responsible for
assessing the quality, quantity and adequacy of intelligence collection,
analysis and
estimates, counterintelligence and other related activities.
