BUT IT HAS NOT DONE SO, CLAIMING A NUMBER OF LEGAL ISSUES REMAIN TO BE RESOLVED. THE MAIN POINT OF DISPUTE IS WHERE THE TWO MEN WILL SERVE THEIR SENTENCES IF FOUND GUILTY. LIBYA IS OBJECTING TO THE DEMAND BY BRITAIN AND THE UNITED STATES THAT THEY SERVE THEIR SENTENCES IN SCOTLAND. MR. BURLEIGH SAYS THE SECURITY COUNCIL HAS ANSWERED ALL QUESTIONS ON THE ISSUE PUT FORWARD BY LIBYA. HE SAYS PATIENCE IS RUNNING OUT AND THE WORLD COMMUNITY CANNOT WAIT FOREVER FOR LIBYAN AUTHORITIES TO REACH A CONCLUSION ON THE ISSUE. U-N SECRETARY-GENERAL KOFI ANNAN ON MONDAY ALSO APPEARED TO BE DISAPPOINTED BY LIBYA'S FAILURE TO HAND OVER THE SUSPECTS. HE WAS ASKED WHAT MESSAGE HE HAD FOR THE FAMILIES OF THE VICTIMS OF THAT BOMBING. /// ANNAN ACT /// MY MESSAGE TO THEM IS THAT IT IS REGRETTABLE THAT 10 YEARS AFTER THE EVENT, WE HAVE NOT BEEN ABLE TO GET TO THE TRUTH SO THAT THEY CAN PUT THIS BEHIND THEM, MOURN THEIR DEAD AND CARRY ON WITH THEIR LIVES.
