  PRESIDENT CLINTON NAMES RAND BEERS AS ASSISTANT SECRETARY OF STATE FOR
            INTERNATIONAL NARCOTICS AND LAW ENFORCEMENT AFFAIRS

     The President today announced his intent to nominate Rand Beers to be
Assistant Secretary of State for International Narcotics and Law
Enforcement Affairs.

     Mr. Rand Beers, of the District of Columbia, is a member of the Senior
Executive Service and has been serving as the Principal Deputy Assistant
Secretary of State for International Narcotics and Law Enforcement Affairs
since January 1998.  Prior to that, he served on the National Security
Council staff in various positions for the last ten years, including most
recently as Senior Director and Special Assistant to the President for
Intelligence Programs.  During the 1980's and 1970's, he served as a
Foreign Service Officer and Civil Servant at the Department of State,
primarily in the Bureau of Politico-Military Affairs.

     Mr. Beers graduated from Dartmouth College (BA) in 1964, and from the
University of Michigan (MA) in 1970.  He served in the U.S. Marine Corps
from 1964 to 1968, including service in Vietnam as a Rifle Company
Commander.

     The Bureau of International Narcotics and Law Enforcement Affairs
responsibilities include the development, supervision, coordination and
implementation of international narcotics control assistance activities of
the Department of State.  The Bureau also handles the formulation and
execution of U.S. Government policy and programs directed at the United
States? objectives in international criminal justice issues.  The Assistant
Secretary oversees the activities of the Principal Deputy Assistant
Secretary, who is responsible for the international counter-narcotics
program.  Additionally, the Assistant Secretary provides direction to the
Deputy Assistant Secretary for International Crime and Policy Planning, who
manages the international criminal justice program and strategic planning
for Bureau programs and policies.  The Assistant Secretary has substantive
and coordinating responsibility for Bureau programs and policies.
