Subj: NAVAL RESERVE INTELLIGENCE COMMAND POLICY BOARD

1. Purpose. To provide a mechanism for the development, review, screening, and forwarding of Naval Reserve policy issues of concern to the Naval Reserve Intelligence Command (NRIC).

3. Background

a. Reference (a) requires Echelon IV commands convene annual policy boards to consider policy item recommendations originated within their commands and units, and to forward appropriate items to the Commander, Naval Reserve Force (COMNAVRESFOR) for consideration by its policy board.

b. The Commander, Naval Reserve Intelligence Command (COMNAVRESINTCOM) will appoint personnel to serve as members of the NRIC Policy Board to consider policy items originating within the NRIC.

c. The NRIC Policy Board will be held in conjunction with the NRIC Management Conference held each November. Members of the Policy Board will participate in the management conference, collecting and researching issues for further consideration. Upon completion of the management conference, policy board members will convene to examine all policy issues and determine applicable issues to be forwarded to the Commander, Naval Reserve Force (COMNAVRESFOR) for consideration by its policy board.

4. Nominations to Policy Boards

a. General. Reserve Intelligence Area Commanders (RIACs) nominate NRIC inactive and active duty personnel who are interested in appointment to the NRIC Policy Board. RIACs also may nominate NRIC inactive duty Intelligence (1635) officers (LCDR - CAPT) who wish to be considered for service on the COMNAVRESFOR Policy Board.

b. Solicitation of Nominations to the NRIC Policy Board and COMNAVRESFOR Policy Board

(1) RIAs submit names of individual nominees to COMNAVRESINTCOM by

1 August. Each nomination must include the following:

(a) A current Naval Reserve Qualification Questionnaire for inactive duty personnel (NRQQ).

(b) A resume/OQQ listing military career and civilian experience and involvement.

(c) Any other pertinent information or statements.

(2) RIAs submit names of officers interested in serving on the COMNAVRESFOR Policy Board to COMNAVRESINTCOM by 1 October. Enclosure (2) of reference (a) lists the documentation requirements for each nominee.

5. NRIC Policy Board Composition. The NRIC Policy Board will be comprised of a minimum of five personnel appointed by COMNAVRESINTCOM. The board will be chaired by a 1635-designator Captain. Other members will include at least two other officers, one of whom will be a 1637-designator TAR officer. The board will also include a senior enlisted member and an additional enlisted member who will serve as recorder and voting member. Where practical, two board members will also be appointed to the following year's board to lend continuity.

6. Travel Orders. NRIC inactive duty personnel selected for either the NRIC or COMNAVRESFOR Policy Board will normally request ADT orders. Active duty NRIC personnel will request TAD orders.

7. Board Functions and Responsibilities. Reference (a) establishes the functions and responsibilities of local boards and will be used by the NRIC Policy Board as guidance.

8. Reserve Intelligence Area Policy Item Solicitation.

a. RIACs are encouraged to submit policy items for the NRIC Policy Board as soon as they are developed. Items must be received no later than 1 October in order to be evaluated in time for the November board.

 

b. Each item should contain sufficient documentation and narrative expressing the concept of the recommendation. Pertinent instructions also should be referenced.

c. RIACs should ensure compliance with the spirit and intent of reference (a) regarding solicitation, screening, and forwarding of policy recommendations from units and individuals, including review of items by a cross-section of RIA personnel.

9. Action. The NRIC Policy Board will publish a report of its actions and forward a copy to each RIA. The disposition of any recommendations forwarded to COMNAVRESFOR will be made available to the RIAs after COMNAVRESFOR's Policy Board report is published. RIACs should ensure that members whose suggestions were forwarded to COMNAVRESINTCOM are informed of the ultimate disposition of those suggestions.

10. Reports and Forms. The Naval Reserve Qualification Questionnaire for Inactive Duty Personnel (NRQQ), NRPC 1200/1 (Rev 5-92), is mailed annually from the Naval Reserve Personnel Center. The Officer Qualification Questionnaire, CNAVRES 1304/4 (Rev 11-76) S/N 0117-LF 013-0122, is available in the Navy Supply System.
