1. Purpose. To set forth administrative procedures for the processing of personal and unit award recommendations and to establish a board to review such recommendations.

2. Cancellation. COMNAVRESINTCOMINST 5420.1C

3. Background. References (a) and (b) set forth policy and procedures regarding the submission of personal and unit award recommendations throughout the Navy. Reference (c) further details such policy and procedures within this command and the Naval Reserve Intelligence Program (NRIP). Reference (a) authorizes COMNAVRESINTCOM, as the "First flag officer in the Chain of Command", to approve the award of the Navy and Marine Corps Achievement Medal as the awarding authority. Reference (d) authorized COMNAVRESINTCOM to approve the award of the Navy and Marine Corps Commendation Medal. Reference (e) authorized COMNAVRESINTCOM to approve the award of the Military Outstanding Volunteer Service Medal.

4. Policy. Personal and unit award recommendations shall be reviewed as expeditiously as possible by an Awards Review Board to determine whether the character of service merits an award and has been sufficiently documented to support the award recommended. It is of utmost importance that the integrity of the awards system be maintained; therefore, the Board shall judiciously review award recommendations to distinguish between outstanding performance and extraordinary performance justifying an award. The following personnel assigned to COMNAVRESINTCOM headquarters shall serve as permanent members of the Board:

a. Deputy Commander - Chairman

b. Asst. Deputy Chief of Staff, Administration (for Awards)- sponsor



c. Chief Staff Officer

d. Designated Chief Petty Officer (for enlisted awards)

Normally, the senior Selected Reservist aboard for training duty will also act as a temporary member of the Board.

The Board shall have one Yeoman/Recorder assigned to assist it administratively or in other ways determined by the Chairman, but the Yeoman/Recorder will not serve as a member of the Board.

5. Action

a. The Deputy Chief of Staff, Administration shall be the Sponsor Officer and will be responsible for the overall administration of the Awards Program. He or she will ensure that all errors or omissions in each award recommendation are corrected as necessary, that each award recommendation is processed expeditiously and reviewed expeditiously by a majority of the Board, that each reviewed award recommendation is submitted to the Commander for decision, and that action is taken to carry out the Commander's decision as quickly as possible.

b. The Assistant Deputy Chief of Staff, Administration (for Awards) shall assist the Deputy Chief of Staff, Administration, by coordinating all awards processing activities, tracking, follow-through, and follow-up. He/she shall also plan and implement various training and operational activities to improve awards processing procedures by both COMNAVRESINTCOM headquarters staff and Reserve intelligence Area Awards Coordinators. The Assistant Deputy Chief of Staff, Administration (for Awards) will initiate the review process and forward all recommendation packages to the Board for individual or group review.

c. The COMNAVRESINTCOM headquarters staff Administrative Officer shall assist the Assistant Deputy Chief of Staff, Administration (for Awards) in the processing, tracking, follow-through, and follow-up of awards on a continuing basis. He/she will also assist in the planning and implementation of awards programs initiated at senior levels. The Administrative Officer shall oversee and supervise all awards-related activities performed by COMNAVRESINTCOM headquarters administrative staff members.

d. The Awards Board Yeoman shall act as recorder and ensure the processing of all award recommendations as described above at the direction of the Sponsor Officer. Further, he/she will:

(1) Record the Board's recommendations as evidenced by a completed COMNAVRESINTCOM Personal Awards Board Record, NAVRESINTCOM 5420/1 (enclosure (1).

(2) Record the action taken.

(3) Make required reports.

e. In reviewing an award recommendation, the Board shall make one of the following recommendations to the Commander:

(1) approval of the award as requested;

(2) upgrade to a higher award;

(3) downgrade to a lesser award;

(4) disapproval of the award.

f. Each award recommendation shall be reviewed by at least three of the permanent Board members, with the final decision retained by the Commander.

g. All unit and personal award recommendations shall be processed and reviewed in accordance with references (a) through (c). The COMNAVRESINTCOM Letter of Commendation shall be processed and reviewed in accordance with references (b) and (c). Each initiating and endorsing authority will be responsible for ensuring that each submission is checked for accuracy, worthiness, and compliance with applicable instructions.

h. COMNAVRESINTCOM Letters of Appreciation shall be processed and reviewed in accordance with reference (c).

6. Forms. COMNAVRESINTCOM Personal Awards Board Record, NAVRESINTCOM 5420/1 (enclosure (1)), may be reproduced locally as required.
