There is a current trend on the web is to eliminate the construction notice from web documents. In part, this is due to the fact that there are a lotta sites that are actually up and running now, whereas a year ago they were little more than menu shells. Another factor seems to be that some out-sourced web foundries don't like to release beta versions of their products, and so they wait until the dang thing is done, and the customer completely satisfified, before the site goes online. But the basic factor seems to be the assumption that ALL web documents are ALWAYS under construction.
However, our situation is a little different. We do all this stuff inhouse, and like to get user feedback [aka beta testing] of some of our content before we go too far down the wrong road. Some of the materials we have hosted here are archival, and will not be modified. And other pages have gotten to the point that we are pretty pleased with them, even though they are updated at various intervals. However, there are at least some of our pages that are actually no kidding "UNDER CONSTRUCTION" and require some serious content and look and feel development before we will be happy with them. Just to let you know that we agree with you that these pages look kinda nasty, we are still using the UNDER CONSTRUCTION signs. When we do get happy with these pages, the construction notice will disappear.
