1.  Program Objective

Conduct a research effort to advance and assess the feasibility of the SBL concept and its technologies, to include assessing non-BMD mission utility, and culminating in execution of a Anti-Ballistic Missile (ABM) Treaty compliant SBL ballistic missile defense (BMD) demonstration in the CY2008 time frame with acceptable risk given funds availability

2.  Procurement Objective

Vest single integration contractor with Total System Authority (TSA) and responsibility for executing a program to achieve the objective in Section 1 and objectives in Section 3 and to:

a.  Execute all planning, directing, controlling, organizing, and staffing activities to include:

b.  Execute all research, risk reduction, design, development, build, integration, test, data collection and analysis, modeling and simulation, and demonstration activities to include:

c.  Maintain affordability and sound financial control throughout the SBLRD effort to include:

3.  Demonstration Objectives

Obtain data to answer key operations and technology questions needed to validate the viability of the SBL concept and to create accurate cost and performance models for bounding the cost and performance risk for a future operational system, in particular:

a.  Design, build, and test a functionally representative SBL (the SBLRD) suitable for space flight, and use it to:

b.  Perform on-orbit BMD demonstrations, culminating in an end-to-end lethal demonstration, against thrusting ballistic missiles, or like targets, with a human in control

c.  Assess utility in conducting non-BMD missions

d.  Validate designs, models, and scaling relationships of the SBL system and key technology components
