Threats posed by potential adversaries and our own vulnerabilities are changing in nature and scope.
- States and state-sponsored groups unable to militarily challenge the U.S. may engage in asymmetrical assaults on our vulnerabilities at home and abroad through terrorism, use of WMD, and cyber attacks.
- Individual terrorists or groups have demonstrated the capability to use WMD to increase destructiveness of their acts.
- Few American cities are prepared to deal with an incident involving WMD or large-scale terrorist attacks.
