16. REMARKS
Block 4: a. Contractor format is acceptable. Submittal shall be electronically using the ANSI ASC X 12 Transaction Set 839, Project Cost Reporting, Version 3050. The Government will have access, on an as-required basis, to electronic Contractor CPR data. b. Reporting levels should be IAW the contractor's proposed WBS. A reconciliation between the CFSR and CPR shall be submitted as an attachment to the CFSR. CLINs 0003, 0004, 0005, 0008, 0009, and 0010 can be removed from Format 1 of the CPR. However, the contractor must include price information on these CLINs as an attachment for use in reconciling the CPR to the CFSR. c. On initial submission of CPR (Format 5), contractor will rank, in descending order of criticality/risk all reporting level WBS elements anticipated, as determined by the contractor program manager to be schedule drivers, and all WBS elements anticipated to be high cost drivers on the program contract. Contractor will submit updated list of the rankings every six months, based on performance to date. The Government reserves the right to modify this ranking based on Government perception of risk. If contractor uses "critical path" scheduling techniques, identification of the critical path WBS element will meet the schedule drivers' requirement. Ranking of the critical path cost drivers will also be provided. These critical elements will reconcile to the Integrated Master Schedule submitted to the Government. d. Current month cost (CV) and schedule variance (SV) explanations are not required. Format 5 shall include no more than the top 10 cumulative month favorable or unfavorable cost and schedule variances. e. All Budget at Completion (BAC) changes on Format 1 shall be explained in Format 5. The explanation of Management Reserve forecasted consumption required in Format 5 shall include estimated dollar value, potential work scope, and estimated budget distribution date. |

Block 4 (cont.):
f. Formats 3 and 4 shall include identical forecast periods. These periods shall be monthly for at least six months, quarterly for at least two quarters, and then quarterly, semi-annually, or annually to completion. Any change in the Format 3 total Performance Measurement Baseline (PMB) and/or any change in a forecast period which exceeds 10% shall be explained in Format 5. Any change in current, forecast period, or total manpower for each Format 4 element which exceed 10% shall be explained in Format 5. Include on Format 4 (as a non-add item marked "BCWS") the total labor baseline spread (in the same units as the rest of Format 4) extracted from the total PMB dollars on format 3.
g. Specific corrective actions, forecasted closure date, and impact to the Estimate at Completion (EAC) shall be included in each variance narrative. Contractor shall go to lowest CWBS level necessary to completely explain the variances.
h. Format 2 of the CPR is not required.
i. The Government reserves the right to review and modify, through negotiations, the variance analysis requirements for Formats 1, 3, and 4 during the performance of the contract , but no sooner than six months after contract award.
j. "Best case" and "Worst case" EACs are not required.
Block 9: Distribution Statement F. Further distribution only as directed by ABL SPO or higher DoD authority.
Block 11: Last day of contractor's monthly accounting period.
Block 12: Due NLT 25 calendar days after the end of the first complete accounting period subsequent to the contracting officer's authority to proceed (including undefinitized contracting actions).
Block 13: Formats 1, 3, 4, and 5 are due NLT 25 calendar days after the end of each monthly accounting period. Reports are due for the month of September and December data as follows:
a. September: 35 calendar days after the end of the monthly accounting period
b. December: 45 calendar days after the end of the monthly accounting period
