(U) The NavyArea Theater Missile Defense (TMD) project builds on the national investment in AEGIS ships, weapon systems, and missiles. Two classes of ships continue to be deployed with the AEGIS combat system: the CG-47 Ticonderoga-class cruisers and the DDG-51 Burke-class destroyers. Navy theater missile defense will take advantage of the attributes of naval forces including overseas presence, mobility, flexibility, and sustainability in order to provide protection to debarkation ports, coastal airfields, amphibious objective areas, Allied forces ashore, population centers, and other high value sites. Navy assets will provide an option for initial TBM defense for the insertion of additional land-based TMD assets and other expeditionary forces in an opposed environment.
(U) This project provides for the following:
o Modifications to the AEGIS combat system (ACS) to include modifications to the command and decision system, the AEGIS display system, and the radar system (AN/SPY-1B/D).
o Modifications to the Navy Standard Missile (SM-2 Block IV) and the AEGIS weapon control system with a Standard Missile
o (SM- 2 Block IV A) in FY 2001 capable of engaging TBMs in the endoatmosphere.
o Fielding a user operational evaluation system (UOES) consisting of selected ACS modifications which support preliminary TBM detection, tracking and C2 capabilities for user evaluation in FY98.
(U) This project is assigned to the Budget Activity and Program Element codes as identified in this descriptive summary in accordance with existing Department of Defense policy.
(U) In FY95 the program continued design of AEGIS Combat System (ACS) modifications and computer program development to accept external cueing, continued development/design for SM-2 Block IV modifications to provide for capability to intercept TBMs and continued risk mitigation efforts and flight test missile development.
o ($136.121M) Dem/Val - Completed design of initial ACS computer program modifications to enable TMD detection, tracking and weapon processing to support an SM-2 missile with TMD capability; conducted land-based and at-sea experiments to demonstrate automated acceptance of long-range (off ship) cueing and SPY radar acquisition using off-ship cueing sources such as external sensors, land-based radars, and other ship radars. Continued design and integration for SM-2 Block IV A missile; fabricated risk reduction flight test missiles. Commenced risk reduction flight tests at White Sands Missile Range (WMSR) to resolve issues of aerothermal blur, IR seeker performance, IR cover survivability and model validation. Conducted lethality testing and analysis. Continued system engineering and associated studies and analysis; conducted system level reviews.
o ($3.713M) Initiated building and delivery of targets to support Navy TMD flight tests.
o ($275.460M) Dem/Val / EMD - Continue AEGIS Combat System Computer Program design; conduct Tactical Program system concept review (SCR); conduct UOES preliminary design review (PDR); and begin development of system level design specification for Tactical Program. Complete preliminary missile design and PDR. Complete Risk Reduction Flight Demonstration program. Initiate procurement of IOM/EDM test rounds and WSMR flight test missiles. Commence Engineering and Manufacturing Development (EMD) and continue detailed design activities of SM-2 Blk IVA. Continue Systems engineering and analysis and conduct Milestone II DAB. Continue command and control processor (C2P) development and implementation of TMD messages in LINK 11 and LINK 16.
o ($5.830M) Continue building and delivery of targets to support Navy TMD flight tests.
o ($1.700M) I/F Program Support.
o ($288.719M) Dem/Val / EMD - Continue development of UOES and Tactical computer programs; initiate development of computer program design specifications for the Tactical Program; conduct Tactical Program system design review (SDR) and preliminary design review (PDR); conduct UOES critical design review (CDR). Continue EMD of missile. Complete detailed missile design and conduct Critical Design Review (CDR). Initiate procurement and fabrication of test rounds and UOES flight test missiles. Provide technical support for AEGIS Weapon system design activities. Continue systems engineering and analysis. Conduct test planning. Conduct required lethality analyses, lethality model refinements and testing including LFT&E direct-hit and warhead sled track tests, static arena warhead tests and fragment mat projector tests against a variety of high-fedility, threat representative targets. Initiate procurement of high fidelity sled track test targets for FY98-99 LFT&E. Define interface for TMD-related upgrades to AEGIS and Joint Maritime Command Information System (JMCIS). Continue C2P development.
o ($12.863M) Continue building and delivery of targets to support Navy TMD flight tests. Also supports TMD infrastructure for common target development.
o ($228.854M) EMD - Continue Tactical computer program development; deliver AEGIS UOES Computer program; conduct Tactical Program CDR. Continue EMD of the missile. Deliver IOM/EDM test rounds and WSMR flight test missiles. Continue fabrication of UOES missiles. Provide technical support for AEGIS Weapon System design activities. Continue LFT&E activities including direct-hit and warhead sled track and fragment mat projector testing, updates and verification of end-game lethality models, and support kill assessment instrumentation planning for WSMR DT/OA and at-sea DT/OT flights. Continue Systems Engineering and Analysis. Continue implementation of JMCIS TMD segments and TMD messages in C2P.
o ($39.616M) Continue building and delivery of targets to support Navy TMD flight tests. Maintain infrastructure to support TMD targets.

Funding: Delays in the risk reduction flight tests, SM-2 Blk IVA design maturity and cost growth in targets necessitated a program restructure in Jan 96.
Schedule: The impact of the current restructure is an adjustment in both UOES and FUE dates of one year. The Navy Area TMD Program within the FY96 President's Budget supported a User Operational Evaluation System (UOES) capability in FY98 and First Unit Equipped (FUE) in FY01. The January 1996 restructure schedules UOES in FY99 and FUE in FY01. The new schedule for the restructured Navy Area TMD Program is at risk if the current budget submit is not approved.
Technical: Additional lethality analysis and testing have been included in the program.
