For some years, there have been various discussions about the COBRA BRASS sensor,

It's been thought/speculated that, in addition to the one that apparently went
up on the NRO's CAPRICORN satellite in January 1998, there were others, probably 
on the Titan Launch Dispensers that carried the Navy's NOSS-2 triads into orbit 
and then went into MEO.

It turns out that the Naval Postgraduate School site has some items that pretty 
clearly establish that COBRA BRASS is a series of sensors and imply a bit about 
what it does.

  Battlespace characterization and battle damage assessment are
  important to the warfighter and must be a part of the strike
  planning. The Cobra Brass research and development sensor has
  the capability to provide information the warfighter canuse to
  aid in his decision making. Navy TENCAP is using Cobra Brass
  in an operational mode to test the feasibility of operationally
  tasking this type of sensor. This thesis educates the warfighter
  on the Cobra Brass family of sensors, investigates the utility
  of Cobra Brass for battlespace characterization and battle damage
  assessment, and develops a concept of operations for the non-
  imaging infrared sensors presently deployed and for future such
  sensors.

CENTRAL MASINT ORGANIZATION R&D TECHNICAL ASSISTANCE

OBJECTIVE: The proposed effort is to support the Central MASINT organization 
in its research and development efforts, particularly in the area of spectral 
imagery and high frame rate non-imaging infrared systems.  Technical 
development of the Cobra Brass F System, exploitation of Cobra Brass F 
data and development of a UV spectral imager are supported.

SUMMARY: Significant progress was made with the Cobra Brass studies, 
including work in target tracking and aerosol discrimination. Work on 
a new UV spectrometer was begun.  A two-day workshop was held on the 
problem of detecting chemical and biological agents.

VOLCANIC ASH DRIFT

OBJECTIVE: The proposal is to enhance model based ash drift forecasts 
using near real time observations. Products derived from classified 
and unclassified systems will be used to provide model input. Campaign 
strategies will be developed for acquisition of necessary "ground 
truth" information.

SUMMARY: Volcanic ash clouds are a hazard for civil and military 
aircraft. The ability to identify boundaries of hazardous regions 
requires both observations and models of ash cloud behavior. In the 
first year of study, data from the AVHRR sensor were acquired for 
volcanic events on the Kamchatka peninsula. Software was developed 
for the analyis of such data in order to distinguish between ash 
and water clouds. These data were compared with observations from 
national systems, which showed agreement at some times, but "false 
alarms" at others. The Cobra Brass sensor launched in late 1997 
will provide a complementary data set which should enable real-time 
warnings and model input. Analysis of Cobra Brass data will begin 
in 1998.
