Annex 3 - Design Review Definitions

This annex defines the Downselect Design Review and Tailored Critical Design Review requirements.

1.0 Downselect Design Review (DDR)

1.1 Objective. A Downselect Design Review will be conducted to provide information to support the downselect to one contractor for EMD. The system design will be sufficiently mature to enter EMD and will provide high confidence that the key performance parameters will be met. The DDR will confirm the contractor has plans and processes in place to smoothly transition from Pre-EMD to EMD.

1.2 Requirements. As a minimum, the DDR will include all design disciplines, all primary system functions, and key EELV system products and processes. This review will ensure:

1.2.1 System, subsystem, and functional issues have been resolved;

1.2.2 Requirements flow from the SPD to the system, development, and product specifications;

1.2.3 An audit trail is maintained with changes substantiated;

1.2.4 System design compatibility with external interfaces (people, products, and processes) has been established;

1.2.5 System design, interface requirements, and design constraints are consistent with DT&E results;

1.2.6 Environmental, safety, and health considerations have been integrated into the system design;

1.2.7 Sufficient detailed design has been accomplished to support implementation of the contractor's site activation approach upon commencement of the EMD Module. Time-critical facility design has been completed;

1.2.8 Sufficient detailed design has been accomplished to initiate fabrication, coding, assembly, and integration of ground/flight systems hardware and software;

1.2.9 Manufacturing plans, processes, and capabilities are sufficient to support EMD production of ground systems equipment and flight development hardware;

1.2.10 All risk mitigation plans are complete;

1.2.11 All trades have been completed;

1.2.12 The EMD implementation approach is reviewed; and

1.2.13 Life Cycle Cost Estimates at the 85% confidence level are complete.



2.0 Tailored Critical Design Review

2.1 Objective. A Tailored Critical Design Review will be conducted to verify system design is complete and ready for manufacturing and coding. The TCDR will be conducted for the total system to the Configuration Item (CI) level.

2.2 Requirements. In addition to satisfying the DDR requirements, this review will ensure:

2.2.1 Detail design of the CIs satisfy the performance and design requirements of the development specification;

2.2.2 Detail design compatibility among the CIs and other items of equipment, facilities, computer software and personnel has been established;

2.2.3 The preliminary product specifications are reviewed;

2.2.4 Integrated Logistics Support planning is adequate; and

2.2.5 Results of the producibility analyses conducted on system hardware are assessed.
