3.1 The Life Cycle Cost Estimate (LCCE) is a prediction of the total life cycle cost of a system. The LCCE is the cost to the Government
for acquisition and ownership. It includes the cost of development, production, operations, support, and disposal.
3.2 LCCE provides essential data to the Government when considering acquisition versus operating and support costs, comparing competing prototypes, or comparing current versus new systems. | |||||

| 10. PREPARATION INSTRUCTIONS
10.1 Reference: Contractor format acceptable.
10.2 Costs included in the LCCE shall be based on the requirements of the Government portion of the provided National Mission Model
(NMM, 4 Jan 96), operational support requirements, design and test requirements, and other technical data as delineated by the contractor's
concept. Costs shall be displayed by Government fiscal years and include all indirect costs and burdens, to include overhead, general and
administrative expenses, estimated fee/profit. The LCCE shall be presented in both constant Fiscal Year 1995 (FY95) and Then-Year (TY)
dollars. The LCCE data deliverable will at a minimum include: (1) LCCE Spreadsheets, (2) LCCE Documentation Narratives, and (3)
Cost Track from prior LCCE.
10.3 National Mission Model. The NMM in the Pre-EMD SPD reflects the 4 Jan 96 NMM published by AFSPC. This NMM shall be used
in developing the LCCE which is a data deliverable during the Pre-EMD Module. The Government portion of the NMM to be serviced by
EELV shall be used in estimating the Production & Deployment costs in the LCCE. The contractor shall take into consideration the 95
missions between FY02 and FY20 in the commercial component of the NMM, as well; however, the commercial launch costs shall not be
included in the LCCE. Although 194 Government missions are planned in the NMM, only 193 missions shall be included in the LCCE.
The costs of the MLV system test flight will be book-kept as EMD costs. Additionally, the FY01 GPS IIF launch reflected in the NMM
represents the first planned EELV launch of an operational spacecraft. Although the AFSPC NMM schedules this launch for FY01, this
launch is planned for first quarter FY02.
10.4. LCCE Spreadsheets (number of pages unlimited). The LCCE shall be documented in spreadsheet format in accordance with the
following guidelines. For the purposes of this data deliverable, a "spreadsheet" is defined as a two-dimensional matrix which indicates the
WBS elements down the left side of the spreadsheet and fiscal year totals labeled across the top of the sheet; summary totals will be
reflected both vertically and horizontally.
1. LCCE shall be presented at the level at which the estimate was developed. 2. LCCE shall be phased by Government fiscal years through FY 2020. 3. LCCE shall be presented at both the point estimate level and the 85 percent confidence level. 4. LCCE shall be presented in both constant FY95 dollars and TY dollars. 5. LCCE shall be aggregated by program phase (EMD and Production & Deployment). (Continued) | |||||
