DESC: The Discoverer II Program is an Air Force, Defense Advanced
Research Projects Agency (DARPA) and National Reconnaissance
Office (NRO) joint initiative to develop and demonstrate an
affordable space-based radar (SBR) with Ground Moving Target
Indication (GMTI) and Synthetic Aperture Radar (SAR) imaging
capabilities that will revolutionize reconnaissance, surveillance
and precision geolocation support to the tactical warfighter.
This announcement augments the previous Discoverer II Program
Briefing to Industry special notice issued on 29 May 98. This
acquisition will be conducted in accordance with the Federal
Acquisition Regulations and supplements. The SIC Code is 8731-
Guided Missiles and Space Vehicles. The Discoverer II Joint
Program Office (JPO) is planning to solicit proposals for Phase
I of the Discoverer II demonstration program. Multiple Phase
I system integration contracts are expected to be awarded by
January 1999. Phase I will entail trade studies and initial
Discoverer II prototype, Objective System Designs and risk
reduction efforts. Phase II of the demonstration program will
encompass final system design, fabrication, launch, and the
conduct, in FY04, of a one-year on-orbit demonstration of two
Discoverer II GMTI/SAR satellites. The JPO intends to award
Phase I contracts only to those offerors who have the interest
and capability to perform in the role of "prime" system integrator
for the Phase II effort. The draft solicitation for Phase I
will be available for review and comment on or about 28 September
1998. Prospective offerors may obtain a copy of the draft solicitation

Prospective prime/system integrator offerors should contact
the POC to obtain an additional limited distribution attachment.
Comments on the draft solicitation should be submitted via
e-mail to the POC NLT 16 Oct 98. If desired, prospective prime
offerors may contact the POC to schedule an appointment to
provide direct feedback. The Discoverer II JPO will host an
Industry Day on or about 4 Nov 98 to inform industry of refinements
in Government acquisition planning related to the Discoverer
II demonstration program, and to afford industry a final opportunity
to provide comments on the draft solicitation. A forthcoming
CBD announcement will provide details and registration instructions.
The final solicitation is expected to be released in mid to
late Nov 98. All responsible sources will be given the opportunity
to submit a proposal which will be considered by the Government.
This synopsis is for information and planning purposes only
and does not constitute a solicitation, nor is it a commitment
by the Government. The Government will not pay for any effort
expended in responding to this notice. An Ombudsman has been
appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition.
The Ombudsman does not diminish the authority of the program
director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman
shall maintain strict confidentiality as to the source of the
concern. The Ombudsman does not participate in the evaluation
of proposals or in the source selection process. Interested
