DESC: The U.S. Army Space and Strategic Defense Command (USASSDC)
  intends to enter into a noncompetitive contract for the "Integrated
  Stage Propulsion Technology Demonstration for the Kinetic Energy
  Anti-Satellite (KE ASAT) Program". The proposed contract is
  considered a follow-on to the "Advanced Exoatmospheric Interceptor
  Booster Propulsion" effort which was competitively awarded
  in 1989. The objective of the basic portion of this effort
  is to complete the system analyses and system design of a unique,
  lightweight integrated stage propulsion system for the demonstration
  of the multi-stage ASAT booster. This includes fabrication
  and testing of the full scale lower stage booster motor and
  demonstration with individual subscale tests of the components
  of the upper stages to minimize the risk of the full scale
  upper stage component integration tests. If exercised, the
  option effort will (1) complete the system design refinement
  and system analyses necessary for the demonstration of the
  multi-stage ASAT booster propulsion program; (2) fabricate
  and demonstrate the full scale lower stage booster motor with
  a sea level hot fire demonstration test; and (3) demonstrate
  with two full scale sea level tests and two full scale altitude
  performance verification tests of the upper stage motor for
  the ASAT Integrated Stage Propulsion Booster. A SECRET facility
  clearance will be required for this effort. There is no foreign
  participation allowed for this acquisition. Under the authority
  of Federal Acquisition Regulation (FAR) 6.302-1(a)(2) (iii),
  this action is directed toward Aerojet General Corporation;
  however, responses received from interested sources will be
  considered by the government. All responses should be directed
  to CSSD-CM-CN/Dianne Trimble and must be received within fifteen
  (15) days from the publication date of this notice. No telephone
  inquiries will be accepted. A determination by the government
  not to compete this proposed contract based upon responses
  to this notice is solely within the discretion of the government.
