1.Organization Authority. This mission directive defines the mission of SMC. It does not apply to the Air National Guard or the US Air Force Reserve. This directive implements Air Force Policy Directive 10-1, Mission Directives.
2. SMC equips US and allied forces with satellites on-orbit, and the capability to employ those satellites in support of global military operations. Conducts the research, development, procurement, launch deployment, and sustainment of US military systems. The center is the cradle-to-grave manager of the Defense Meteorological Satellite Program (weather), NAVSTAR Global Positioning System (navigation), Military Satellite Communications Program (communication), Space Based Infrared Systems Program (infrared surveillance), Airborne Laser Program (ballistic missile defense), Satellite and Launch Control Systems (common user infrastructure systems), Defense Dissemination Program (ground systems), Titan II, Titan IV, Atlas, Delta, Space Test Program, Air Force Small Launch Vehicle Program, Rocket Systems Launch Programs, Space Test and Experimentation Programs, Upper Stages Programs and Evolved Expendable Launch Vehicle (launch systems). SMC's Phillips Laboratory, located at Kirtland AFB, plans and executes research and technology programs for space applications as well as efforts in missiles, directed energy, and geophysics.
3.. SMC, Los Angeles AFB, California, is a primary subordinate unit of the Air Force Materiel Command (AFMC) and is assigned to HQ AFMC. The SMC Commander is designated the installation commander of Los Angeles AFB. The 377th Air Base Wing (ABW) and the Phillips Laboratory at Kirtland AFB, New Mexico, reports to SMC/CC. The 377 ABW Commander is designated the installation commander of Kirtland AFB.
4.Organization Structure. The organization structures of SMC and its subordinate units are according to the Air Force Objective Blueprint, AFI 38-101, Air Force Organization, and HQ AFMC/HQ USAF-approved variances to the structures. The approved Objective Blueprint organization structure for SMC is at attachment 1. Detailed structures and mission statements of the center's subordinate organizations and units are included in the center's mission directive and Organization and Mission Chartbook.
4.1.Variances. The CSAF-approved Air Force Objective Blueprint authorizes Public Affairs, History, Safety, Staff Judge Advocate and Manpower to be on the staff of the SMC Commander and authorizes wing comptroller and contracting functions to be aligned under the center commander.
4.2.Changes. Requests to change the organizational structures of SMC and its subordinate organizations and units must be made according to AFI 38-101 and HQ AFMC/XP/XPM policy guidance. Requests that require HQ AFMC/XP/XPM approval must be submitted through the SMC Manpower Office and approved by the SMC Command Section.
5.Relationship to Other Units or Agencies. SMC is host for Los Angeles AFB tenants and the 377 ABW, Kirtland AFB, New Mexico, is host for Kirtland AFB tenants.
