The Secretary of Defense (SecDef) and the Director of Central Intelligence (DCI) agree to establish the Joint Space Management Board (JSMB), a board of directors for defense and intelligence space programs. This document describes the authorities, functions, and composition and organization of the JSMB.
The purpose of the JSMB is to ensure that defense and intelligence needs for space systems (including associated terrestrial-based subsystems) are comprehensively satisfied within available resources, using integrated architectures to the maximum extent possible. The JSMB provides executive management for defense and intelligence space programs and oversight of the single National Security Space Architect, described under Function 2c below, responsible for space architectures. The JSMB integrates policy, requirements, architectures, acquisition, and funding for defense and intelligence space programs.
a. Consistent with the authorities described in 1 above, the JSMB provides overall policy and program guidance for defense and intelligence space programs to include review and approval of trade-offs among requirements, programs, and resources.
b. The JSMB reviews and approves defense and intelligence space policies, architectures, and program plans for consistency with JSMB policy and program guidance. The JSMB also develops and makes recommendations regarding defense and intelligence space program budget matters to the Expanded Defense Resources Board.
c. The JSMB is charged with establishing the integration of defense and intelligence space architectures under a single National Security Space Architect. The JSMB Executive Committee, discussed under Composition and Organization 3b below, shall determine how to implement the integration of defense and intelligence space programs and architectures.
d. The JSMB makes recommendations to the SecDef and DCI on any issue which may have an impact upon defense and intelligence space progams or on other such matters as may be referred to it by the SecDef or DCI.
a. The JSMB is co-chaired by the Under Secretary of Defense for Acquisition and Technology and the Deputy Director of Central Intelligence.
b. The JSMB Executive Committee is vested with full authority to act for the SecDef and DCI within the bounds defined by this charter. The JSMB Executive Committee includes the co-chairs, the Vice-Chairman of the Joint Chiefs of Staff, and the Executive Director, Intelligence Community Affairs. The JSMB Executive Committee may establish Overarching Integrated Product Teams as necessary to accomplish its functions.
c. The full membership of the JSMB includes: the members of the JSMB Executive Committee; Under Secretary of Defense(Comptroller/Chief Financial Officer); Vice Chief of Staff of the Army; Vice Chief of Naval Operations; Vice Chief of Staff of the Air Force; Assistant Commandant of the Marine Corps; Army Acquisition Executive; Navy Acquisition Executive; Air Force Acquisition Executive; Assistant Secretary of Defense for Command, Control, Communications, and Intelligence; Director, Program Analysis and Evaluation; Deputy Under Secretary of Defense for Space; Commander-in-Chief of the U.S. Space Command; Executive Director, Central Intelligence Agency; Deputy Director for Science and Technology, Central Intelligence Agency; Director, National Security Agencyt, Director, National Reconnaissance Office; Director, Defense Intelligence Agency; Director, National Imagery and Mapping Agency*; and Director, Bureau of Intelligence and Research, Department of State. The DoD Space Architect and the Director, Plans and Analysis, National Reconnaissance Office will be ex-officio members of the JSMB.
d. The JSMB meets on call of the co-chairs, or at the request of any member, but at least quarterly to review the state of the overall National Security Space Program. Any member of the JSMB and the Executive Secretaries may place items on the agenda for consideration by the JSMB. The JSMB co-chairs will each determine the JSMB's Executive Secretary from their respective staffs.
The JSMB charter is effective immediately.
* The Director of the NIMA Implementation Team will be an ex-officio member of the JSMB until the agency is formally established.
