To identify and resolve management issues and provide direction on matters relating to the conduct of the ACTD for which they are responsible.
The Chairman is the DUSD(AT). Members are indicated in the management plan for each ACTD and typically include a senior representative of each principal co-sponsoring user organization, a senior representative of each principal developer organization and a senior representative of the Joint Staff.
The Oversight Group provides a forum for resolution of issues relating to the execution of the ACTD. Having the senior management of participating ACTD organizations as members of the Oversight Group keeps them informed of the status of the ACTD, and where appropriate, allows issues to be resolved expeditiously. The team approach also offers a platform for surfacing the cultural changes that are inherent in an aggressively executed ACTD, and for getting senior management endorsement of these changes.
The Oversight Groups will convene when required to address urgent ACTD management issues. However, since ACTD Demonstration Managers are empowered with a greater than normal degree of authority, a minimum frequency of once every six months is appropriate. The initial meeting of the Oversight Groups should occur approximately 30 days after the executive-level approval of a new ACTD, which is typically near the mid-point in the preparation of the ACTD Management Plan. The purpose of this meeting is to review the preparations for the ACTD, including progress on the Management Plan. The objective is to resolve or assist in resolving any major issues which could delay planning or execution of the ACTD. The location for this meeting shall be recommended by the ACTD DM and approved by the DUSD (AT). As a minimum, the attendees shall include the members of the Oversight Group, but representatives of organizations involved in issues relating to the Management Plan should also be invited to attend.
