BASE SUPPORT PLANNING

AFI10-404, 16 Nov 94, is supplemented as follows and applies to Headquarters Air Force Space Command (HQ AFSPC) and its subordinate units. It applies to AFSPC-gained units and Air Force Reserves and Air National Guard (ANG) tenant units located at AFSPC installations. This publication applies to ANG when published in the ANGIND2.

SUMMARY OF REVISIONS
This supplement constitutes a complete rewrite of AFR28-31AFSPC1 and aligns guidance to AFI10-404.

2.1.1. HQ AFSPC/XPXW will provide NAFs/wings with pertinent WMP guidance on factors impacting base support planning.

2.1.3. AFSPC units may consolidate all base-level plans (such as the Disaster Preparedness Plan and the Base Deployment Plan) into the Base Support Plan (BSP). AFSPC units may either refer to or incorporate requirements of AFIs 10-402, Mobilization Planning, and AFI 10-403, Deployment Planning, into the Base Support Plan.

3.2.1(Added). HQ AFSPC/LGXP, Plans and Readiness Branch, is the command office of primary responsibility (OPR) for base support planning. Figure 3-1 (Added) lists the HQ AFSPC functional managers for BSP chapters.

3.2.2(Added). HQ AFSPC/XPXW will provide NAFs/wings with OPlan data required for preparation of the BSP, Part 2.

3.2.3(Added). Each AFSPC wing/unit serving as host for an AFSPC installation will prepare, as a minimum, a BSP Part 1.

3.2.4(Added). AFSPC units serving as tenants on installations hosted by other Services/commands will provide the host with all pertinent data affecting host BSP development. These tenants will provide a representative to the host Base Support Planning Committee (BSPC) meetings.

3.2.5(Added). AFSPC BSP OPRs will ensure that requirements for tenant units on their installation are included in the AFSPC BSP.

3.2.6(Added). AFSPC BSP OPRs are authorized direct contact/coordination with units that transit or bed down at AFSPC installations.

3.4.1. Provide courtesy copies of BSP inputs for both deploying and receiving units to HQ AFSPC/XPXW, HQ AFSPC/LGXP, and the applicable NAF/LGX.

3.5. The senior commander at AFSPC installations is responsible for ensuring that base support planning is conducted in accordance with AFI 10-404 and this supplement, and is the approval authority for the installation BSP. The AFSPC BSP OPR serves as the installation commander's executive agent for BSP development. The BSP OPR for AFSPC installations is the wing/unit plans office (typically residing in XP). The installation OPR for logistics issues affecting base support planning is the wing/unit logistics plans office (typically residing in XP or LSS/LGLX). The BSP OPR will ensure that tenant unit OPRs are represented on the BSPC.

3.8.3.3. Forward copies of LIMFAC reports to HQ AFSPC/XPXW, HQ AFSPC/LGXP, the affected
HQ AFSPC functional manager(s), and NAF/LGX immediately upon identification and semiannually thereafter, no later than 31 January and 31 July. AFSPC units which are tenants on another Service/ command installation will comply with the host's LIMFAC reporting requirements, and will extract their portion of applicable LIMFACs from the host's reports and forward to the agencies listed above. If the host does not generate a LIMFAC report, AFSPC tenant units will create a report utilizing the same timing criteria as host AFSPC units (upon identification and no later than 31 January and 31 July).

4.1.2. HQ AFSPC/XPXW will provide AFSPC NAFs/wings/units with preliminary data to facilitate BSP, Part 2, development prior to OPlan approval and release.

4.1.2.1. HQ AFSPC/XPXW will develop timelines for BSP Part 2 development based on current OPlan status and will notify all affected agencies to include HQ AFSPC/LGXP, NAF/LGX, and installation BSP OPR.
4.1.7.1. In addition to normal distribution, provide one hard copy and one disk copy of the completed BSP to HQ AFSPC/XPXW, HQ AFSPC/LGXP, and NAF/LGX.
4.2.1.1. BSP OPRs are authorized direct contact/coordination with units that transit or bed down at AFSPC installations.

4.3. AFSPC BSPs will be titled "BASE AIR FORCE BASE SUPPORT PLAN, Calendar Year." (e.g., "VANDENBERG AIR FORCE BASE SUPPORT PLAN, 1995") The short title will be "XAFB BSP XX." (e.g., "VAFB BSP 95") Use the year of approval in the title and update during major changes or when reaccomplished. (e.g., "VAFB BSP 95-1" for the first major change during that year.

5.1.2. Part 2 of the BSP will be subdivided by the affected OPlans, CONPLANs, or OpOrds. These subdivisions will compare resources, processes, and procedures identified in the BSP Part 1 with known requirements from each tasked plan. As in the BSP Part 1, the chapter format in AFI 10-404, Attachment 2, will be used for the BSP Part 2 plan sections. Each section will be titled according to the plan it supports. (e.g., "10025" for OPlan 1002-95.) As a minimum, each plan section will address the applicable planning considerations identified in AFI 10-404, Attachment 3.
