The Treaty on Open Skies was signed in Helsinki, Finland, on March 24, 1992. Twenty-seven states have signed the Treaty; of whom 22 have ratified it. The Open Skies Treaty will enter into force sixty days after the deposit of 20 instruments of ratification, including those of the depositories (Canada and Hungary), and of States Parties whose individual allocation of passive quotas is eight or more. Ratification by Russia, Belarus and Ukraine is required for the Treaty to enter into force.
