A: China has signed the Non-Proliferation Treaty and stated it would adhere to the Missile Technology Control Regime (MTCR) guidelines. The U.S. believes that China is meeting its Non-Proliferation Treaty commitments and adheres to the MTCR guidelines. We continue to monitor closely China's activities. CHINESE TRANSFERS OF NUCLEAR EQUIPMENT Q: Did the Chinese transfers of nuclear equipment topic come up in the talks with the U.S. and India? A: No. STATUS OF ACME TALKS Q: What is the status of the ACME (Arms Control in the Middle East) talks? A: We are consulting France, Russia and the United Kingdom about the next steps in the wake of China's statement that it would find it difficult to attend ACME talks. No additional ACME meetings have yet been scheduled. We hope that China, a significant arms exporter and permanent member of the U.N.
