 1. THE PURPOSE OF THIS ADVISORY IS TO ALERT COMBAT SYSTEM                      

 PERSONNEL TO A PROBLEM WHICH COULD CONTRIBUTE TO INADVERTENT                   

 MISSILE LAUNCH AND TO PRESCRIBE INTERIM CORRECTIVE ACTION.                     

                                                                                

 2.  BACKGROUND.  FIRING AUTHORIZATION BYPASS (FAB) IS USED BY THE              

 ANTI-AIR WARFARE COORDINATOR (AAWC) AND MISSILE SYSTEM SUPERVISOR              

 (MSS) TO SPECIFY WHETHER INDIVIDUAL OPERATOR FIRING ACTION IS                  

 REQUIRED FOR NON-AUTO-SPECIAL ENGAGEMENTS.  IF, WHILE IN TRAINING              

 MODE, AN AAWC OR MSS TRAINEE ACTIVATES THE FIRING AUTHORIZATION                

 BYPASS DOCTRINE AND FAILS TO DEACTIVATE IT, IT WILL REMAIN IN                  

 EFFECT WHEN THE AEGIS SYSTEM IS RETURNED TO TACTICAL MODE.  IT                 

 SHOULD BE NOTED THAT AFTER THE SYSTEM TRANSITIONS FROM TRAINING                

 TO TACTICAL MODE, C&D OPERATOR ENGAGEMENT ACTIONS ARE REQUIRED                 

 BEFORE C&D CAN ISSUE ENGAGEMENT ORDERS.  ADDITIONALLY, INTERLOCKS              

 SUCH AS FIRING INHIBIT SWITCH, LAUNCH ENABLE SWITCH AT THE REMOTE              

 LAUNCH ENABLE PANEL AND LAUNCHER AUTHORIZATION/PERMISSION WILL                 

 INHIBIT LAUNCH IF IN INHIBIT OR OFF STATUS.  THEREFORE, EXECUTION              

 OF AN ENGAGEMENT ORDER RESULTING IN A MISSILE LAUNCH IS HIGHLY                 

 UNLIKELY.  THE C&D AND WCS COMPUTER PROGRAMS WILL BE MODIFIED,                 

 FOR BASELINE 5, PHASE II, TO RESET THE FAB STATUS TO ITS ORIGINAL              

 SETTING WHEN THE COMBAT SYSTEM TRANSITIONS FROM TRAINING MODE TO               

 TACTICAL MODE.  PLANNED DELIVERY IS MID-1994.                                  

                                                                                

 3.  ACTION.  UNTIL IMPLEMENTATION OF COMPUTER PROGRAM CHANGES,                 

 DDG 51 CLASS SHIPS SHOULD ENSURE THAT AAWC AND MSS OPERATORS ARE               

 AWARE THAT FIRING AUTHORIZATION BYPASS DOCTRINE DOES NOT                       

 AUTOMATICALLY RESET TO ITS ORIGINAL STATUS WHEN THE COMBAT SYSTEM              

 TRANSITIONS FROM TRAINING TO TACTICAL MODE.  IF FIRING                         

 AUTHORIZATION BYPASS WAS SET TO BYPASS DURING TRAINING, IT MUST                

 BE MANUALLY RESET ON COMPLETION OF TRAINING.                                   

                                                                                

 4.  FOR COMNAVSURFLANT/COMNAVSURFPAC - RECOMMEND DDG 51 CLASS                  

 SHIPS BE TASKED TO ADHERE TO PARA THREE ACTION.                                

                                                                                

 5.  FOR AEGIS TRACEN - ENSURE THAT THE INFORMATION CONTAINED IN                

 THIS ADVISORY IS INCORPORATED INTO CIC OPERATORS COURSE TRAINING               

 MATERIALS.                                                                     

                                                                                

 6. FOR NSWC/PHD - ENSURE THAT THE CONTENT OF THIS CLASS ADVISORY               

 IS INCLUDED IN REF A.                                                          

                                                                                

 7.  THIS ADVISORY HAS NO IMPACT ON EOSS, CSOSS, CMMP OR PMS.  IT               

 WILL BE CANCELLED WHEN THE COMPUTER PROGRAM HAS BEEN UPGRADED.
